The report calls for the prosecution of the group’s alleged Director-General, Adeniyi Adeyemi, on counts of forgery, impersonation, false statements, and criminal misrepresentation. Adeyemi allegedly used fabricated presidential documents to trick government bodies, secure office space at the Federal Secretariat via the OSGF, and open foreign currency accounts with the Central Bank of Nigeria. Although Adeyemi has denied any wrongdoing, he and two others already face an eight-count charge following his arrest in July.

The investigation highlighted severe vulnerabilities in how government bodies authenticate official entities, noting that institutions relied on documents provided by the fraudsters rather than conducting independent verifications. Consequently, the ICPC has urged tighter vetting protocols, further scrutiny of officials from the Ministries of Foreign Affairs and Finance, and a broader examination of Unity Bank accounts linked to the organization.
This probe has also triggered a wider crackdown on unauthorized entities. Following the discovery of another suspected fake body—the National Brands Development and Made in Nigeria Special Project Office—President Tinubu directed the suspension of three permanent secretaries and ordered the arrest of its promoter, George Buchi Nwabueze. Meanwhile, the ICPC report officially cleared the President’s Chief of Staff, Femi Gbajabiamila, of any involvement.
