Abiodun made these remarks in Abeokuta while welcoming members of Daniel’s political network and loyalists of the late Buruji Kashamu into the mainstream All Progressives Congress (APC).

The governor expressed disappointment over recent political developments, pointing to the relaunch of the Daniel Foundation where the Peoples Democratic Party governorship candidate, Ladi Adebutu, served as a special guest of honour. Abiodun suggested this move signaled that Daniel was operating outside the ruling party’s fold.

The disclosure was made by the ICPC Chairman, Musa Aliyu, while delivering a keynote address at the 2026 Economic Confidential Lecture and National Spokespersons Award held in Abuja on Thursday, an event organized by Image Merchants Promotions Limited (IMPR).

According to Aliyu, a comprehensive year-long investigation by the anti-graft agency revealed various manipulative tactics used to inject fictitious names into government salary systems. In one striking instance, an individual registered 14 relatives while residing in a public hotel, drawing multiple salaries. Another case involved an official who enrolled his wife, son, and daughter, successfully collecting 13 simultaneous salaries through bank accounts whose names did not match the official payroll records.

The ICPC has flagged roughly 900 suspected ghost workers, publishing their identities to provide them an opportunity to verify their employment status. Aliyu highlighted that payroll corruption has a compounding financial effect on the nation, creating fraudulent beneficiaries across pensions, mortgages, housing funds, and health insurance schemes. Notably, the commission successfully recovered over ₦24 billion in fraudulent pension funds in 2024 alone.

Conclude with the commission’s broader strategy, the ICPC chairman emphasized that the agency is increasingly focusing on systemic preventive measures and asset recovery over criminal prosecution to ensure that public resources are properly safeguarded and taxpayers receive true value for government expenditures.
