This disclosure followed a Federal High Court ruling in Ibadan regarding suit number FHC/IB/CS/61/2025, initiated by the Oyo State Government. According to a statement by the governor’s Special Adviser on Media, Sulaimon Olarenwaju, the court affirmed the EFCC’s legal mandate to probe financial crimes but ruled that the commission’s sweeping document request was a “fishing expedition” and “speculative,” noting that investigative powers must respect constitutional boundaries and fair hearing rights.

Makinde emphasized that his administration welcomes lawful oversight and accountability rather than trying to shield itself from scrutiny, noting that the state had simply asked the EFCC to specify the target transactions or allegations before receiving no response. Describing the court’s verdict as a victory for the rule of law rather than an attack on the anti-graft agency, the governor left the public to draw its own conclusions regarding the timing of the EFCC’s letter while stressing that investigations must rely on concrete facts rather than broad, speculative fishing expeditions.

Recalling Nigeria’s assistance to Angola under late President Agostinho Neto, Obasanjo noted that Michael Ibru had previously urged him to look into Angola’s fishing sector following a $20 million aid package from Nigeria. According to Obasanjo, Neto explained that heavy Soviet economic influence had blocked other potential investors from entering the market.

Quoting Neto, Obasanjo recounted:

“The Soviets are advising us, and they are exploiting their fish. If they are the ones exploiting the fish and they are also the ones advising, where is the chance for anybody else to come in?”

Obasanjo further emphasized:

“When you are asking for help, you must watch the type of help you seek and the type of help you get. Angola got help from the Soviet Union, but it was the help that choked Angola in the throat. Angola had no chance to do anything with anybody else.”
