  • Utilization of Victim Devices: Criminals frequently evade detection by using the mobile phones and SIM cards of their victims rather than using lines registered to themselves.

  • Difficulty in Identification: Because perpetrators are not using their own registered devices, it becomes challenging for investigators to quickly identify the individuals responsible for the abductions.

  • Foreign Suspects: It is possible that some perpetrators are brought into Nigeria shortly before an attack—specifically for the kidnapping—and therefore would not be registered in the country’s identity database.

Despite these challenges, the NIMC Director-General emphasized that the NIN remains a vital foundation for Nigeria’s digital identity, security architecture, and criminal investigations. The NIN, which is an 11-digit unique number, is mandatory for SIM card linkage, passport applications, bank accounts, and accessing various government services.
