Ola Olukoyede, Chairman of the Economic and Financial Crimes Commission (EFCC), has called for a unified front among Nigeria’s anti-corruption agencies to combat the pervasive issue of procurement and contract fraud. The meeting, hosted at the EFCC headquarters, included heads of key anti-graft bodies:

  • Adebowale Adedokun, Director-General of the Bureau of Public Procurement (BPP)

  • Musa Adamu Aliyu, Chairman of the Independent Corrupt Practices and Other Related Offences Commission (ICPC)

  • Abdulahi Usman Bello, Chairman of the Code of Conduct Bureau (CCB)

Olukoyede stressed that while the EFCC, ICPC, and CCB are primarily enforcement agencies, a successful anti-corruption strategy must include the regulatory expertise of the BPP. He emphasized that the focus should shift from merely prosecuting offenders to preventing fraud and managing risk. He stated, “If we don’t work with the regulator, technically speaking, a lot of things would be missed.“

The proposed collaboration would involve:

  • Pooling resources and expertise.

  • Establishing a sustainable institutional partnership between law enforcement and the BPP to leverage its technical depth in procurement processes.

  • Conducting joint investigations and monitoring.

  • Enhancing capacity building.

To formalize this cooperation, Olukoyede proposed a Standard Operating Procedure (SOP) to define responsibilities, protect sensitive information, and institutionalize quarterly meetings.

Heads of the other agencies strongly backed the initiative. ICPC Chairman Aliyu noted that greater cooperation would boost public confidence and eliminate the duplication of cases across multiple agencies. He stressed the importance of using technology to streamline these efforts. CCB Chairman Bello highlighted the staggering cost of corruption to Nigeria, estimating losses between ₦7 trillion and ₦25 trillion, with procurement fraud remaining a primary threat. He called for collaboration that includes the Nigerian Financial Intelligence Unit (NFIU).

BPP Director-General Adedokun reinforced the necessity of a robust procurement system, warning that weak processes lead to waste, abandoned projects, and corruption. He argued that the most effective strategy is to design procurement systems where corruption cannot hide, rather than exclusively pursuing wrongdoing after it occurs.

  • Financial Irregularities: Adefioye Simeon, representing the Council, alleged that private individuals paid officials approximately 200,000 CFA francs per victim to facilitate transportation back to Nigeria, with no clear accounting for how these funds were used.

  • Documentation Issues: Further allegations suggest that officials issued identification cards for fees ranging from 10,000 to 15,000 CFA francs, only for those documents to be rejected at border checkpoints.

In response to these claims, the Council has urged the House committee to launch a formal investigation and to improve coordination between NAPTIP, the Ministry of Foreign Affairs, and relevant security and civil society organizations.
