A circular from August 28, 2025, signed by Dauda Abdulhamid, the Director of Administration at the OAGF, confirms that treasury officers from various ministries, departments, and agencies were assigned to this disputed council. This directive, sent to permanent secretaries and leaders of key institutions, claimed the postings were necessary to improve service delivery. The OAGF stipulated that officers had to submit their assumption-of-duty certificates by September 11, 2025, warning that non-compliance would result in sanctions under the Public Service Rules.

Specific examples identified in the documents include the transfer of the following personnel to the PFIPC:

  • Omeh Amarachukwu Henry, a Grade Level 12 Principal Auditor, who was moved from the Federal Ministry of Foreign Affairs to the audit unit of the PFIPC.

  • Wakili Saidu Lampo, a Senior Auditor (Grade Level 10), and Ojo Akinpelu Victor, an Accounts Officer (Grade Level 13), who were both redeployed from the Foreign Affairs ministry to the PFIPC’s accounts unit.

While the spokesperson for the AGF, Bawa Salihu Mokwa, was unavailable for comment, the situation remains highly contentious. Chief of Staff Femi Gbajabiamila and the Presidency continue to insist that the council does not exist and that Adeyemi is an impostor. Conversely, Adeyemi has challenged these denials, pointing to the council’s inclusion in the 2026 Appropriation Act and its physical presence in the Federal Secretariat. Furthermore, Adeyemi has leveled serious allegations against Gbajabiamila, claiming the Chief of Staff demanded money to secure his appointment. The emergence of these official posting documents has now raised significant new questions regarding the government’s stance on the agency.
