The Minister of Education, Dr. Tunji Alausa, made this known on Monday during the 2026 policy meeting on admissions into tertiary institutions held in Abuja.

He explained that the policy was arrived at after extensive consultations with key stakeholders in the education sector, and is intended to strike a balance between inclusiveness and academic preparedness.

According to him, while the government acknowledges that some students are exceptionally gifted, such cases must be handled under strict and clearly defined guidelines to protect the integrity of the education system.

“Following extensive consultations and policy reviews, government has maintained sixteen years as the minimum age for admission into tertiary institutions,” he said.

“This position reflects a careful balance between inclusivity and academic readiness. While we recognise the existence of exceptionally gifted individuals, such cases must be treated within clearly defined and rigorously enforced guidelines to preserve the integrity of the system.”

Alausa also stressed that admissions outside the Central Admissions Processing System (CAPS) managed by the Joint Admissions and Matriculation Board (JAMB) would not be recognised.

He warned that any institution found violating the approved admission process would face sanctions, including possible withdrawal of its operating licence.

He described the admissions process as central to maintaining trust in the education system, adding that institutions must strictly comply with regulations.

“I have resisted many attempts at condoning illegality in the admissions process. I will not be a party to such actions,” he said.

“Any institution found to have conducted admissions outside CAPS will be held accountable, and appropriate sanctions shall be applied without hesitation.”

The minister further stated that the government would continue to enforce compliance to ensure order and credibility in the system, noting that the measures are corrective rather than punitive.

On digitisation, Alausa said Nigeria is moving towards full adoption of computer-based testing, describing it as a necessary step in line with global education standards.

He also noted that the government has intensified efforts to curb examination malpractice through improved verification systems and stronger monitoring mechanisms.
