The Coalition for Oil Sector Reforms and Accountability has called on the Nigerian National Petroleum Company Limited (NNPCL) to provide a full account of more than $3.5 billion reportedly spent on refinery rehabilitation projects before proceeding with new agreements involving Chinese firms.....KINDLY READ THE FULL STORY HERE▶

The demand was made on Thursday during a world press conference in Abuja, where the coalition’s National President, Dr. Tekeme Umukoro, criticised what he described as persistent waste, lack of transparency, and repeated unfulfilled promises in Nigeria’s refinery sector.

The group’s concerns followed the recent signing of a Memorandum of Understanding (MoU) between NNPCL and two Chinese companies — Sanjiang Chemical Company Limited and Xingcheng Industrial Park Operation and Management Company Limited — for the rehabilitation and operation of the Port Harcourt and Warri refineries.

Umukoro said the new agreement has intensified concerns over accountability, particularly after previous rehabilitation projects reportedly consumed billions of dollars without delivering clear or measurable outcomes.

“We have gathered here today because Nigeria can no longer continue to tolerate a dangerous cycle of waste, opacity, and endless promises in the management of the nation’s refineries,” he said.

According to the coalition, successive governments have repeatedly pledged to revive the Port Harcourt, Warri, and Kaduna refineries, but those promises have largely failed due to poor implementation and inadequate transparency.

The group argued that it is unacceptable for public institutions to announce fresh partnerships without first explaining what became of previous investments.

It noted that the Port Harcourt refinery rehabilitation alone reportedly consumed over $1.5 billion, while billions more were committed to the Warri and Kaduna facilities.

“Nigerians deserve to know what happened to the billions already spent on refinery rehabilitation,” Umukoro stated.

The coalition maintained that continued reliance on imported petroleum products, unstable fuel prices, and recurring supply disruptions indicate that past rehabilitation efforts failed to achieve their objectives.

It therefore demanded details of previous contracts, including contractors involved, milestones reached, actual project execution, reasons for failure, audit reports, and measurable operational outcomes.

The group also expressed concern over comments attributed to NNPCL Group Chief Executive Officer, Bashir Bayo Ojulari, suggesting a shift from traditional contractor-led rehabilitation to a technical equity partnership model.

Umukoro insisted Nigerians deserve full disclosure on any proposed structure before fresh agreements are implemented.

He warned that the Chinese partnership could trigger governance and energy sovereignty concerns if foreign companies assume strategic control of Nigeria’s refining assets.

The coalition called for the immediate release of a comprehensive audit report covering all refinery rehabilitation spending from 2015 to date.

It also urged the National Assembly to launch a public investigative hearing into refinery expenditures over the past decade and called on President Bola Tinubu to direct anti-corruption agencies to probe any financial misconduct linked to previous contracts.

“We must never allow billions of dollars belonging to Nigerians disappear into endless cycles of rehabilitation without measurable results,” Umukoro said.

Lawal has reportedly been replaced by senior police officer, Ohagwu Felix Ndukwe, who is expected to take over as the new Commissioner of Police in the state.

According to police sources at the Force Headquarters in Abuja, Lawal’s removal was allegedly connected to multiple controversies surrounding his tenure, including his reported decision to receive human rights activist Omoyele Sowore and other protesters who visited the Ondo State Police Headquarters to lodge complaints over the alleged assault on June 12 demonstrators in Akure.

Sources also claimed that allegations of financial misconduct within the command may have significantly influenced the decision. Reports alleged that some of Lawal’s subordinates accused him of imposing compulsory monthly levies of up to ₦2 million on officers under his command.

Multiple insiders within the Ondo State Police Command reportedly described a system of mandatory financial remittances running into millions of naira, which they said placed severe financial and psychological pressure on personnel.

According to the allegations, the burden of meeting these financial demands had serious consequences for officers, with some sources claiming it contributed to the death of CSP Nimrod Anaka, the Divisional Police Officer of Kajola Police Station in Odigbo Local Government Area. He was reportedly said to have died from high blood pressure allegedly worsened by the pressure associated with the demands.

The incident was said to have generated internal outrage within the command, although many officers reportedly avoided speaking publicly for fear of retaliation.

Lawal had previously faced criticism over similar allegations in 2025, when reports emerged accusing him of creating a financially oppressive environment for subordinates.

In a separate controversy, some clerics in Ondo State also accused the police command under Lawal of extorting ₦2 million from them following their arrest in February 2026 at Saint Paul Anglican Church in Odode-Idanre.

The affected clerics, including Olarewaju Fadahunsi, Gbadura Marvellous, Arijesulola Kayode, Tijani, and Kolade, alleged that they were treated harshly during detention. One of them further claimed they were threatened while under police supervision.
