Alarm Raised Over Reported 7% Allocation For Security Equipment In 2025 Budget.

Amid rising insecurity across Nigeria, concerns have intensified following data from the Federal Government’s Open Treasury Portal indicating that the Nigerian Army and Nigerian Air Force are facing significant underfunding, especially in the procurement of defence and security equipment. This comes against the backdrop of renewed violent attacks across several states. During the Easter period, coordinated assaults in Borno, Kaduna, Katsina, and Benue reportedly left several people dead, including five police officers, while many others were displaced.

On March 17, about 25 people were killed in multiple explosions at the University of Maiduguri Teaching Hospital gate, the Monday Market Roundabout, and the Post Office area in Maiduguri, Borno State.

Security reports also indicate that Boko Haram and ISWAP militants carried out coordinated attacks on military formations in Borno, resulting in the deaths of both soldiers and civilians. Several senior military officers were among those killed during the operations across different locations.

A separate report by Beacon Security Intelligence Limited (BSIL) stated that over 10,000 people were killed in Nigeria between January and December 2025. The report added that thousands of deaths and abductions were recorded across different regions, with the northern part of the country accounting for the majority of fatalities.

Further data showed that over 2,350 people were killed and 1,117 abducted in the first quarter of 2026 alone.

Despite the worsening security situation, budget performance records from the Open Treasury Portal reveal low implementation of defence funding. Out of ₦20.56 billion allocated to the Nigerian Army for security equipment in 2025, only ₦1.46 billion (about 7.11%) was released as of December 31, 2025.

Of the Army’s total ₦4.52 trillion expenditure plan, ₦1.17 trillion (25.94%) was implemented, while the Air Force recorded ₦238.32 billion disbursed out of ₦1.25 trillion (19.04%).

For defence equipment procurement, only ₦16.71 billion was released from a ₦336.76 billion budget, representing 4.96% implementation. Other areas such as training, logistics, fuel supply, and infrastructure also recorded low budget performance, with some allocations receiving little to no funding at all.

In contrast, certain non-operational expenditures, such as presidential air fleet maintenance, recorded near-complete budget implementation.

The Nigerian Air Force also recorded mixed performance, with low releases for aircraft maintenance and defence equipment procurement, while the presidential air fleet budget was almost fully funded.

Experts have warned that the funding gaps are weakening the military’s capacity to respond effectively to terrorism, banditry, and other violent crimes, particularly in northern Nigeria.

Security analyst Kabiru Adamu noted that underfunding has allowed non-state armed groups to reorganise and intensify attacks. He also raised concerns about procurement processes, calling for stronger oversight, transparency, and improved welfare for troops on the frontlines.

He further stressed the need for modern military technology, including improved communication systems and drone capabilities, to counter evolving threats.

Former DSS Director Mike Ejiofor also linked poor security outcomes to delayed or inadequate budget releases, noting that planned expenditures are meaningless without proper funding.

Meanwhile, public affairs analyst Nguroje Samson called for a full investigation into the low implementation of the security budget, demanding accountability for those responsible for fund disbursement. He warned that continued insecurity without accountability could further endanger citizens, urging stronger action from authorities.

Marafa, who served in the Senate between 2011 and 2019, was formally received in Abuja on Tuesday by top NDC leaders, including former Bayelsa State Governor and party figure Seriake Dickson, NDC Chairman Moses Cleopas, and National Women Leader Dudu Manuga. He arrived with a group of his supporters.

His defection comes just weeks after he joined the ADC on April 8, 2026, following his exit from the All Progressives Congress (APC) in August 2025, making it his second party switch within a short period.

Explaining his decision, Marafa cited concerns over ongoing legal disputes involving the ADC, as well as limited time before key electoral deadlines. He said the uncertainty created by court cases made it difficult to plan effectively for upcoming elections.

He noted that aspirants must align with a stable and legally secure political platform ahead of the close of party registration, warning that prolonged litigation could leave him and his supporters without a viable structure.

Marafa added that the decision was reached after careful consultations with his supporters and legal advisers, whose input influenced the final move to the NDC.

He also stated that he and his group would support the party’s eventual decision on its presidential candidate.

Welcoming him, Seriake Dickson described Marafa’s defection as a significant gain for the NDC, particularly in Zamfara State and the wider North-West, expressing confidence that his experience would strengthen the party’s presence and contribute to addressing insecurity in the region.

NDC Chairman Moses Cleopas said the party remains committed to inclusivity and is opening its platform to young people, women, and persons with disabilities as political activities intensify ahead of the next election cycle.

Osifo described himself as a legitimate contender, saying he has faced similar allegations in past elections, including in 2018 and 2019 when he contested under a different political party.

The Edo-born businessman drew attention after purchasing the APC expression of interest and nomination forms for ₦100 million on Tuesday, receiving them at the Ladi Kwali International Conference Centre, Abuja Continental Hotel, from APC National Organising Secretary, Sulaiman Argungu.

His move sparked speculation that his candidacy may have been influenced by the presidency to simulate internal party competition. However, Osifo strongly rejected the claim.

He insisted that he is not funded by President Tinubu or any political actor, adding that his campaign is self-driven and backed by divine provision.

“This is not the first time I’m hearing such claims. Nobody is sponsoring me. Even in 2018 and 2019, similar allegations were made. The President has never given me any money. I rely on what God has provided,” he said.

Osifo added that his ambition is supported by party stakeholders and built on extensive political groundwork.

He also expressed readiness to participate in any primary election format chosen by the APC leadership, saying he respects internal party processes.

According to him, his presidential bid is motivated by a desire to transform Nigeria through integrity, innovation, and inclusive development.

“The time has come for Nigeria to undergo total transformation. My aspiration is anchored on building a nation that works for all,” he said.

His campaign is based on a reform blueprint titled “Metamorphosis 2027,” which he says is designed to address Nigeria’s key socio-economic and security challenges.
