Cross River Breaks Ground: Otu Signs 4 Major Health Reform Laws!.

Describing the development as a key milestone in his administration’s reform agenda, Otu said the laws are designed to meet the immediate needs of the people and improve overall quality of life.
“Health is not a matter to take lightly. These laws ensure our people have access to the right resources and options,” he said during the signing ceremony on Wednesday at the Governor’s Office in Calabar.
He commended the State House of Assembly, led by Speaker Elvert Ayambem, for thorough legislative work and constructive debate that produced the laws, emphasizing that strong collaboration between the executive and legislative arms continues to yield people-focused policies.
Key highlights include:
- Cross River State College of Health Sciences, Management and Technology – Upgrading the former College of Health Technology into a polytechnic with an expanded academic mandate.
- Cross River State Hospital Management Board Law, 2026 – Establishing a central body to oversee secondary health facilities, manage general hospitals, and regulate traditional medical practitioners.
- Open Defecation (Prohibition) Law, 2026 – Mandating toilet facilities in homes, businesses, and public places, with a State WASH Task Group for enforcement.
- Cross River State Senior Secondary Education Board Law, 2026 – Creating a body to manage state-owned senior secondary schools and improve access to federal education intervention funds.
Governor Otu stressed that the new laws are part of a broader strategy to tackle socio-economic challenges, including rural-urban migration, food security, and environmental sustainability. He reaffirmed his commitment to building local capacity, reducing dependency on external support, and accelerating development across the state.
