“INEC Memo Reveals Flaws In David Mark-Led ADC Leadership”.

The memo, dated August 6, 2025, detailed correspondence between the party and INEC concerning meetings that produced the ADC’s caretaker committee. It included lists of the caretaker committee, National Working Committee (NWC), and zonal officers, alongside minutes from the party’s 99th National Executive Committee (NEC) meeting held on July 29, 2025.

Signed by Joan Arabs, Deputy Director of the Election Party Monitoring Committee (EPMC), the memo noted that the ADC failed to give the mandatory 21-day notice required by law for the meeting that produced the caretaker committee. It also stated that no official records of that meeting were submitted.

According to the memo, this omission violates provisions of the Electoral Act, rendering the process invalid. While the party notified INEC of the NEC meeting that later ratified the decisions, it did not notify the commission about the earlier meeting where those decisions were originally taken.

The document further pointed out that the ADC did not specify when the caretaker committee would officially assume duties, nor did it provide specimen signatures of key officials, including the caretaker chairman and secretary.

As a result, INEC advised that it would await the proper submission of leadership details, including signatures and an effective commencement date, before taking further action.

The memo also clarified that the caretaker committee was not directly constituted by the NEC but was instead a product of earlier decisions later ratified by the NEC—raising additional concerns about procedural compliance.

INEC emphasized that for any decision to be ratified, it must have been properly conducted and recorded beforehand, noting that no such prior record of the caretaker committee’s appointment existed with the commission.

He also approved an amendment extending the lifespan of the 2025 budget from March 31 to June 30, 2026, to ensure completion of ongoing capital projects nationwide.

Under the 2026 fiscal plan, ₦4.799 trillion is set aside for statutory transfers, ₦15.8 trillion for debt servicing, ₦15.4 trillion for recurrent spending, while ₦32.2 trillion goes to capital projects—about half of the total budget.
