El-Rufai, alongside his co-defendant, Joel Adoga, faces 10 counts of violating Nigeria’s anti-money laundering laws.

According to the ICPC, the charges relate to inflated severance payments totaling N579.7 million and fraudulent dollar deposits amounting to $817,900 allegedly received by the former governor. The commission claims the defendants engaged in financial transactions that breached anti-corruption and money laundering regulations.

Both El-Rufai and Adoga pleaded not guilty when the charges were read in court. The arraignment, which took place under tight security, saw Justice Ridwan Aikawa remand the defendants in ICPC custody pending further proceedings. El-Rufai had already been in ICPC custody for over a month before the arraignment.

Count 1: Allegedly received N289,826,998.12 as severance allowance above the entitled sum of N20,013,245, knowing the excess was proceeds of unlawful acts.

Count 2: Allegedly received the same sum of N289,826,998.12 in January 2023 above his rightful entitlement, constituting proceeds of corruption.

Count 3: Allegedly took control of $320,800 deposited into his Guaranty Trust Bank domiciliary account by Joel Adoga between September 2017 and March 2023, knowing it was proceeds of unlawful acts.

Count 4: Allegedly took possession of $155,800 deposited by Peter Akagu Jones in May 2022, knowing the funds were proceeds of corruption.

Count 5: Allegedly took possession of $305,300 deposited by Ajayi Ayodele in May 2022, knowing it was proceeds of unlawful acts.

Count 6: Allegedly received $5,000 deposited by Umar Farouq in April 2016, aware it was the proceeds of unlawful acts.

Count 7: Allegedly received $5,000 deposited by Umar Saleh in June 2016, knowing it was proceeds of unlawful acts.

Count 8: Allegedly took possession of $4,000 deposited by Umar Farouk Saleh in December 2016, aware it was part of unlawful proceeds.

Count 9: Allegedly received $10,000 deposited by Umar Farouq in October 2017, knowing it was derived from unlawful acts.

Count 10: Allegedly conspired with Joel Adoga in July 2019 to disguise the origin of $10,000 deposited into El-Rufai’s domiciliary account, aware it was proceeds of corruption.
