According to NERC’s November and December 2025 factsheet released on Tuesday, 109,556 customers were newly metered in December, a notable increase from 88,592 installations in November.

The boost in monthly performance brought the total number of metered customers nationwide to 6,966,584 out of 12,163,412 active electricity users by the end of December. This growth reflects ongoing efforts to close Nigeria’s metering gap and reduce reliance on estimated billing.

The report highlighted Ikeja Electricnigerian electricity distribution company”], Company”,”nigerian electricity distribution company”], and Abuja Electricity Distribution Company as the leading distribution companies in terms of metering coverage.

• Ikeja Electric achieved the highest metering rate at 86.40%, metering 1,130,213 of its 1,308,042 active customers.

• Eko DisCo followed with 85.87%, having metered 550,764 out of 641,411 active users.

• Abuja DisCo recorded 77.81%, with 1,044,014 customers metered from a total of 1,341,807 active users.

For December alone, Abuja DisCo led with 19,953 new meters installed, followed by Port Harcourt Electricity Distribution Company with 17,471 meters. Benin Electricity Distribution Company also made significant progress, adding 17,928 new meters.

NERC further disclosed that consumers who paid upfront for meters under the Meter Asset Provider (MAP) scheme are being reimbursed through energy credits.

The Commission’s Commissioner for Corporate Services, Nathan Shatti, stated that of the ₦25bn paid by about 2.5 million customers under the MAP scheme, ₦20bn has already been refunded, benefiting 2.1 million customers via the energy credit mechanism.

The MAP scheme allows customers to pay for meters upfront to avoid estimated billing, with reimbursement provided over time through energy credits. Shatti emphasized that the scheme remains available for those who prefer immediate metering rather than waiting for government-funded interventions.

While presenting a paper titled “Metering Challenges in Nigeria and Government Interventions,” Shatti said the MAP initiative complements national efforts to eliminate estimated billing and enhance transparency in the electricity sector.

He also highlighted the Presidential Metering Initiative, under which the Federal Government allocated ₦700bn to deliver 2.5 million prepaid and distribution transformer meters nationwide. A procurement process involving 42 local meter manufacturers and assemblers is ongoing to supply and install an additional 750,000 meters within 15 months.
