According to The Guardian UK, a temporary leadership structure has been put in place to manage the country during the transition. Iranian President Masoud Pezeshkian, Judiciary Chief Gholamhossein Mohseni Ejei, and another senior legal official are expected to oversee state affairs in the interim.

Meanwhile, Iranian state television has named Mohammad Mokhber as Khamenei’s designated successor. Mokhber, a longtime aide and adviser to the late leader, previously served as acting president following the sudden death of former President Ebrahim Raisi in 2024, and held the role of First Vice President from 2021 to 2024.

Naija News reports that 71-year-old Mokhber has a background in business and engineering. From 2007, he led the Execution of Imam Khomeini’s Order (EIKO) for 14 years—a powerful state-controlled conglomerate established after the 1979 Islamic Revolution.

The organisation manages assets seized after the fall of the Pahlavi dynasty and operates across major sectors including oil, telecommunications, finance, and healthcare. Mokhber and EIKO were sanctioned by the United States in 2019.

Reports indicate that Khamenei had prepared a line of succession during last year’s brief conflict with Israel, naming potential replacements and setting up multiple leadership layers to ensure continuity in the event of attacks on top political and military officials.

He also approved an amendment extending the lifespan of the 2025 budget from March 31 to June 30, 2026, to ensure completion of ongoing capital projects nationwide.

Under the 2026 fiscal plan, ₦4.799 trillion is set aside for statutory transfers, ₦15.8 trillion for debt servicing, ₦15.4 trillion for recurrent spending, while ₦32.2 trillion goes to capital projects—about half of the total budget.

The focus, according to the administration, is on infrastructure development, security, and growth-driven investments aimed at improving living standards.
