ADC Chieftain Knocks ICPC, Demands Immediate Release Of El-Rufai.

A senior member of the African Democratic Congress, Usman Okai Austin, has called on the Independent Corrupt Practices and Other Related Offences Commission (ICPC) to either formally charge former Nasir El-Rufai in court or release him immediately.....KINDLY READ THE FULL STORY HERE▶

In a statement on Saturday, Okai criticised the ICPC for detaining El-Rufai before completing its investigation, contrasting the approach with that of the Department of State Services (DSS), which he praised for prioritising judicial processes over “drama and a show of power.”

Okai said, “The DSS’s choice to involve the courts rather than resorting to arbitrary detention is both civil and democratic. Matters like this should be handled in court through merit-based arguments. The ICPC’s current approach, however, suggests the agency is placing itself above the law.”

He described the pre-investigation detention as “retrograde, undemocratic, and illegal,” noting that El-Rufai had shown full cooperation by voluntarily responding to an EFCC invitation, proving he was not a flight risk.

Okai also raised concerns over the lack of transparency surrounding El-Rufai’s transfer between agencies. “The EFCC has not clarified whether Mallam El-Rufai was formally handed over to the ICPC or re-arrested after being granted administrative bail. This ambiguity undermines the rule of law,” he stated.

He stressed that protecting the rights of the innocent until proven guilty is a cornerstone of international best practice and warned anti-corruption agencies against becoming “tools of oppression.”

“Detaining a suspect before starting an investigation is a clear violation of the right to a fair hearing. The ICPC must uphold the standards of a civilised society. If there is a case against El-Rufai, it should be argued in court; if not, he must be released immediately,” Okai added.
