Cardinal Pietro Parolin, the Vatican’s chief diplomat, announced the decision on Tuesday, noting that the Holy See’s unique status distinguishes it from other states.

“The Holy See will not participate in the Board of Peace because of its particular nature, which is evidently not that of other States,” Parolin said, adding that the Vatican believes the UN should play the primary role in managing global crisis situations.

Trump had invited Pope Pope Leo to join the board in January. The Board of Peace, created under Trump’s Gaza plan, was initially tasked with overseeing Gaza’s temporary governance following a fragile ceasefire in October. Trump later expanded the board’s mandate to address broader global conflicts and appointed himself as chair. Its first meeting is scheduled for Thursday in Washington, focusing on Gaza’s reconstruction.

Italy and the European Union have announced that their representatives will attend Thursday’s meeting as observers, as neither has formally joined the board.

Critics have questioned the structure of the board, arguing that having Trump supervise the affairs of a foreign territory resembles a colonial setup. Rights experts have also noted the absence of Palestinian representatives as a major concern.

Reactions from countries have been cautious: some of Washington’s Middle Eastern allies are participating, while many Western allies have kept their distance, citing concerns that the board could undermine the UN’s authority.

The Gaza ceasefire has been repeatedly violated since October, with hundreds of Palestinian casualties reported and four Israeli soldiers killed. Israel’s military operations in Gaza have resulted in over 72,000 deaths, a severe hunger crisis, and widespread displacement of civilians. Human rights experts, scholars, and a UN inquiry have described the campaign as genocidal, while Israel maintains its actions are self-defense following a 2023 Hamas attack that killed 1,200 people and took over 250 hostages.

Pope Pope Leo has consistently spoken out about the humanitarian crisis in Gaza. Leading the world’s 1.4 billion Catholics, he rarely joins international boards, though the Vatican maintains an extensive diplomatic network and holds permanent observer status at the United Nations.
