SERAP Petitions CCB Over Alleged Election, Tax Law Violations.

The petition, dated February 7, 2026, and signed by SERAP Deputy Director Kolawole Oluwadare, demanded that the CCB act within seven days or face possible legal action.

SERAP alleged that certain Senators secretly removed provisions on the electronic transmission of election results from the Electoral Act Amendment Bill, despite a majority vote in favor of their inclusion.

“According to our information, certain members of the Senate allegedly removed the provisions… during plenary after the majority had voted for their inclusion and without any debate on the proposed removal,” the petition stated.

The group argued that this conduct violated constitutional due process and suggested possible abuse of office and conflicts of interest.

The petition also highlighted discrepancies between the harmonised tax reform bills passed by the National Assembly and the versions signed into law by the Federal Government. SERAP referenced a motion by Sokoto lawmaker Abdussamad Dasuki, who alerted the House under a matter of privilege about material differences in the final texts.

“The alterations in the gazetted copies did not receive legislative approval. These alleged unlawful changes raise serious questions about the legality and legitimacy of the law-making process and the versions of the tax laws circulated by the Federal Ministry of Information,” SERAP stated.

The Senate, in response to earlier reports, denied removing the electronic transmission provision, saying only the phrase “real-time” was deleted due to potential judicial challenges. Meanwhile, the National Assembly launched an internal investigation into the Tax Reform Law discrepancies and released a “certified” version of the Acts, which officially took effect on January 1, 2026.

SERAP maintained that actions by both lawmakers and executive officers may have breached the Code of Conduct for Public Officers, citing abuse of power, conflicts of interest, and lack of transparency.

“The petition raises concerns about conflict of interest, abuse of office, non-disclosure of interests, lack of due process, and erosion of the Code of Conduct for Public Officers in the exercise of legislative power,” it read.

The organisation specifically called on the CCB to formally register and act on the petition, investigate whether inducements, benefits, or promises were involved, determine if legislative and executive powers were abused, and refer confirmed violations to the Code of Conduct Tribunal.

“Public officers must not place themselves in situations where personal interests conflict with official duties,” SERAP stressed.

The petition was addressed to CCB Chairman Abdullahi Bello, warning that legal action would follow if the Bureau failed to respond within seven days.
