Elections Require Certainty, INEC Should Give 360-Day Notice – Nwankwo.
The Executive Director of the Policy and Legal Advocacy Centre (PLAC), Clement Nwankwo, has stated that the Independent National Electoral Commission (INEC) must issue election notices at least 360 days before any election, in accordance with constitutional and legal requirements.....KINDLY READ THE FULL STORY HERE▶
Nwankwo made this comment on Wednesday while speaking with Arise Television’s Prime Time. He warned that the National Assembly could no longer afford delays in passing the Electoral Bill, emphasizing that time is running out and that electoral reforms must now be treated as a priority.
According to the civil rights advocate, proper preparation for elections depends on the certainty and stability of the legal framework governing the process. He noted that Nigeria’s electoral system is already guided by clear provisions in local and international legal instruments.
“We need adequate time to prepare for elections. The electoral laws, including international instruments like ECOWAS protocols, the Nigerian Constitution, and the Electoral Act, all emphasize the importance of certainty in the legal framework,” he said.
360-Day Notice Still in the Electoral Act
Nwankwo highlighted that the requirement for a 360-day election notice remains firmly entrenched in the 2022 Electoral Act, dismissing concerns that the provision had been removed or altered.
“When you examine the Constitution and the Electoral Act, it is clear that election notices must be issued 360 days before elections. This provision still exists in the current 2022 Electoral Act, so there’s no issue there,” he explained.
He added, however, that beyond the legal requirement, INEC must also make formal announcements and pronouncements to officially activate the electoral process.
Nwankwo commended the National Assembly for its ongoing work on electoral reforms, describing the legislative process as encouraging so far.
“The National Assembly has been fantastic. Both the Senate and the House of Representatives are engaged in deliberations, reviews, and consultations, and they now have a draft document,” he said, urging lawmakers to fast-track the process to avoid last-minute changes that could undermine public confidence and the credibility of future elections.
He concluded that certainty in electoral laws is essential for credible elections and the stability of democracy in Nigeria.

-
Broken Promises: Workers claim that a 40% peculiar allowance promised by the Head of the Civil Service, Didi Walson-Jack, for May 1, 2026, was subsequently rejected by the Office of the Accountant-General. Furthermore, they report that May 2026 salaries did not include the wage awards promised by the Minister of Finance, and consequential adjustments remain unpaid.
-
Outstanding Entitlements: The forum highlighted long-standing arrears, including two months of wage awards from July 2024, unpaid promotion arrears, and outstanding Duty Tour Allowance claims.
-
Rejection of Proposals: The group has rejected a ₦100,000 minimum wage proposal backed by the Nigeria Governors’ Forum, labeling it a “Greek gift” aimed at suppressing earnings, and instead is demanding a living wage and a cost-of-living allowance.
-
Insecurity Concerns: Beyond economic issues, the forum expressed alarm over the rise in kidnappings and violent attacks, specifically citing recent incidents in Oyo and Borno states.
-
Government Demands: The forum has urged the NLC and TUC to engage the government on these hardships and has called on the government to secure the release of all hostages, including teachers and schoolchildren.
