‘SERAP Files Lawsuit Against Wike, Governors Over Security Funds’.
The Socio-Economic Rights and Accountability Project (SERAP) has filed a suit against Nigeria’s state governors and the Minister of the Federal Capital Territory, Nyesom Wike, at the Federal High Court, Abuja, over alleged failure to account for billions of naira spent as “security votes” since May 29, 2023.....KINDLY READ THE FULL STORY HERE▶
The rights group accused the governors and the FCT minister of withholding details of how these funds—intended to protect lives and property—have been used, even as insecurity worsens across the country.
According to SERAP, several states and the FCT continue to budget heavily for security votes, with at least 10 governors allocating around ₦140 billion in the 2026 fiscal year alone.
In the suit (FHC/ABJ/CS/95/2026), filed last Friday, SERAP is asking the court to compel the defendants to:

Publicly disclose the full details of security vote spending since May 29, 2023.

Provide reports on allocations, implementation status, completion reports, and plans to improve security infrastructure.
SERAP argued that Nigerians have the constitutional right to know how public funds are spent and that secrecy surrounding security votes has contributed to corruption, insecurity, and human rights violations.
The organisation noted that billions are budgeted annually for security, yet citizens continue to face mass killings, extreme poverty, and hunger, highlighting failures in governance and public accountability.
SERAP also cited the Supreme Court’s ruling confirming that the Freedom of Information Act applies to security vote records, emphasizing that governors and the FCT minister cannot legally withhold such information from the public.
The suit asserts that the failure to account for security votes is a breach of public trust, the Nigerian Constitution, national anti-corruption laws, and international human rights obligations. SERAP also stressed that transparency in security spending is crucial to combating insecurity and promoting democratic accountability.
No hearing date has yet been set for the case.
