ADC Unveils Timetable, Rules For 2026 Congresses And National Convention
The African Democratic Congress (ADC) has released an extensive timetable and operational guidelines for the conduct of its congresses and national convention for the 2025/2026 political year, as part of efforts to deepen internal democracy and reposition the party ahead of future electoral contests. The programme of activities is set to commence with a Board of Trustees meeting on January 5, 2026, followed by a National Executive Committee meeting scheduled for January 7. Key items on the NEC agenda include filling vacancies within the National Working Committee, fixing timelines for membership registration and revalidation, and finalising arrangements for ward, local government and state congresses.
The party announced that membership registration and revalidation would take place nationwide from January 2 to January 15, 2026. Ward executive committee congresses are slated for January 17, with issues arising from the exercise to be addressed between January 19 and January 22.
Local government congresses are scheduled for January 24, while state executive committee congresses will hold on January 31, 2026. Matters arising from the state congresses will be treated between February 2 and February 5. The entire congress cycle will conclude with the National Working Committee Convention, fixed for February 13 to February 15, 2026.
The ADC also outlined the categories of delegates eligible to participate in the state congresses, in line with Article 24 of the party’s constitution, with adjustments approved by the National Working Committee. Eligible delegates include local government chairmen and secretaries, youth and women leaders, state executive committee members, NEC members from the states, leaders representing persons with disabilities, ex officio members, elected council chairmen and deputies, members of the Board of Trustees, zonal national officers, elected members of the National and State Assemblies, and legal advisers.
State chapters were directed to constitute Congress Planning Committees, with a clear directive that aspirants seeking state executive positions must not serve as members of such committees. Prospective candidates are required to formally declare their intentions to the State Congress Committee and pay an intention fee of ₦2,000, which may be applied to offset congress-related expenses. State executive committees were mandated to supervise the planning process to ensure strict adherence to the guidelines.
On zoning, the party said the composition of state executive committees should reflect senatorial balance where practicable. The senatorial zone with the highest number of registered members is expected to produce six key executive positions, including chairman and women leader, while the zone with the second-highest membership will produce five positions, including vice chairman and treasurer.
Eligibility requirements were also clearly stated. Aspirants must possess at least a secondary school qualification, while candidates for positions such as state legal adviser, treasurer and financial secretary are expected to have relevant professional experience. The position of state youth leader is restricted to members not older than 25 years, while the state women leader position is exclusively reserved for women.
The party further directed that all pre-congress appeals must be resolved no later than 24 hours before the congresses, while post-congress appeals must be concluded within three days. Reports of the congresses are to be submitted to the National Secretariat within five working days through the designated official email channel.
The ADC stressed that only duly registered or revalidated members whose names appear in the official membership register would be eligible to participate in the congresses. State chapters were also instructed to formally notify the National Secretariat of the dates, venues and times of their congresses to facilitate coordination with the Independent National Electoral Commission.
The party urged all members and state chapters to strictly comply with the timetable and guidelines, noting that adherence would guarantee transparent, credible and orderly congresses across the country.

Domestic Resource Mobilization: He pointed out that Nigeria’s tax-to-GDP ratio—approximately 6%—is among the lowest globally, especially when compared to the 15.6% average in Sub-Saharan Africa and the 34% average among OECD nations.

Call for Reform: Saraki emphasized that low tax ratios are the result of deliberate political choices, suggesting that current leadership must prioritize building stronger institutions and improving domestic resource mobilization to move away from aid dependency.
