In a televised address on Tuesday, al-Alimi announced that the emergency measures would remain in force for an initial period of 90 days. He also directed the immediate shutdown of all ports and border crossings across Yemen for 72 hours, citing growing security concerns.

The decree further nullified the Joint Defence Agreement between Yemen and the United Arab Emirates, signalling a sharp deterioration in relations between the two allies. The Saudi-backed Presidential Leadership Council currently exercises authority in government-controlled regions of Yemen, which has remained divided by years of conflict involving Houthi rebels.

Tensions have recently intensified between the Saudi-backed coalition and the Southern Transitional Council (STC), a separatist group supported by the UAE and pushing for the secession of southern Yemen. The escalating rift has raised fears of further instability in the war-torn country.

Amid the crisis, coalition forces reportedly carried out a limited airstrike on two vessels in the southern port city of Mukalla, alleging that the ships were transporting weapons intended for the STC. The separatist group has repeatedly clashed with its former allies as it seeks to expand territorial control in the south.

He also approved an amendment extending the lifespan of the 2025 budget from March 31 to June 30, 2026, to ensure completion of ongoing capital projects nationwide.

Under the 2026 fiscal plan, ₦4.799 trillion is set aside for statutory transfers, ₦15.8 trillion for debt servicing, ₦15.4 trillion for recurrent spending, while ₦32.2 trillion goes to capital projects—about half of the total budget.
