ICPC Integrity Test: NNPC, 12 MDAs Hit Zero Score In Ethics Ranking.

A publication released by the anti-graft agency revealed that NNPC ranked last among the 357 MDAs assessed nationwide, failing to score any points across the four major pillars used for the evaluation.

In contrast, the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) emerged as the best-performing agency, recording an impressive score of 91.83, while the Nigerian Midstream and Downstream Petroleum Regulatory Commission (NMDPRA) ranked 278th with a score of 38.25, highlighting significant performance disparities within the petroleum sector.

The ICPC explained that the Ethics and Integrity Compliance Scorecard serves as a diagnostic and accountability framework designed to promote transparency, ethical conduct and institutional strength within the public sector.

The assessment evaluates MDAs across four critical areas, namely management culture and structure, financial management systems, administrative systems, and the Anti-Corruption and Transparency Unit, which collectively measure core standards of ethics and governance in public service.

For the 2025 assessment cycle, the scorecard was applied to 360 targeted MDAs, with three exempted, leaving 357 institutions effectively evaluated.

While presenting the findings, the ICPC Chairman, Dr Aliyu Musa, represented by the Director of the Systems Study and Review Department, Olusegun Adigun, disclosed that the exercise exposed widespread weaknesses in ethical standards and institutional integrity across government agencies.

He noted that only 48 MDAs, representing 13.95 per cent, achieved substantial compliance, while 132 MDAs, or 38.37 per cent, recorded partial compliance. Another 141 MDAs, accounting for 40.99 per cent, were rated poorly, while 23 MDAs, or 6.69 per cent, were classified as non-compliant.

Adigun further disclosed that no MDA attained full compliance, adding that 13 MDAs were non-responsive throughout the assessment and were consequently designated as high-risk institutions.

Among the high-risk MDAs, NNPC topped the list, alongside the Institute of Archaeology and Museum Studies, Jos; the Federal Civil Service Commission, Abuja; the National Centre for the Control of Small Arms and Light Weapons, Abuja; the Federal Medical Centre, Hong in Adamawa State; the University of Calabar; the Cross River Basin Development Authority, Calabar; and the Federal College of Education, Obudu.

Others listed include the Federal College of Medical Laboratory Science and Technology, Benue; the National Metallurgical Development Centre, Jos; the National Root Crops Research Institute, Umudike; the Lower Niger River Basin Development Authority, Ilorin; and the Federal Polytechnic, Ede, Osun State.

On the positive end of the ranking, MDAs identified as top performers include the NUPRC, the Nigeria Deposit Insurance Corporation, the Asset Management Corporation of Nigeria, and the Bank of Industry, among others.

The ICPC reaffirmed its commitment to continuous administration of the scorecard, warning that MDAs with persistently low or non-compliant scores would face increased scrutiny, profiling through system studies and appropriate enforcement actions to ensure adherence to government policies, integrity standards and accountability in public service delivery.
