Tinubu Revolutionizes Justice Sector With Cutting-Edge Digital Overhaul – AGF.

Fagbemi made the statement during the launch of the Enterprise Content Management System (ECMS) by the Federal Ministry of Justice in Abuja, where he also inaugurated a renovated staff clinic, sports centre, creche, and staff canteen. The ECMS is a digital platform designed to enable the ministry to create, process, approve, store, and retrieve official documents electronically.
The event was attended by the Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack; the ministry’s Solicitor-General and Permanent Secretary, Mrs. Beatrice Jeddy-Agba; permanent secretaries from the Ministry of Interior, and Health and Social Welfare; as well as heads of agencies under the ministry.
In his keynote address, Fagbemi highlighted that the launch marked the ministry’s shift from manual, unstructured information management. He emphasized that digitizing correspondences, emails, and legal documents would dismantle bureaucratic bottlenecks that have historically delayed justice delivery.
“This transition to a paperless environment is central to our digital transformation strategy and aligns with Pillar 5 of the Federal Civil Service Strategy and Implementation Plan (FCSSIP25),” Fagbemi stated. “It is also embedded within the Renewed Hope Agenda of the President and the National Policy on Justice. Justice institutions must now be efficient, accountable, digitally enabled, and capable of delivering timely outcomes to Nigerians.”
He further described the ECMS as more than a technological initiative, calling it a governance reform that strengthens institutional memory, improves decision-making, secures records, and enforces discipline in workflow and accountability. Fagbemi reiterated that the ministry’s goal is to build a modern, efficient, and citizen-focused justice sector.
The AGF also noted that staff welfare and workplace modernization remain a priority under his leadership, creating an environment conducive to excellence and reflecting service-wide reforms championed by the Office of the Head of the Civil Service of the Federation. He expressed gratitude to partners, including the Aig-Imouekhede Foundation, Prof. Koyinsola Ajayi of Olaniwun Ajayi & Co., staff, and sister ministries, for their support.
In her welcome address, Jeddy-Agba reported that the ministry had scanned and uploaded 6,241 physical files, totaling 331,297 pages, onto the ECMS within eight weeks. She highlighted the achievement of 100% official email coverage for staff, the completion of ECM and digital skills training, activation of departmental champions, and establishment of clear SOPs for document tracking and approvals.
“Service delivery in the Ministry has long been hindered by managing physical documents and manual correspondences. Today’s ECMS ‘Go-Live’ ceremony marks the end of that era. By digitizing emails, files, and communications, we are embracing a modern, paperless culture that prioritizes efficiency and transparency,” Jeddy-Agba concluded.
