Okpebholo’s 2026 Budget Channels Massive Funds Into Roads, Jobs, Social Services.

The State Commissioner for Finance, Emmanuel Okoebor, disclosed that the budget presented by Governor Monday Okpebholo to the Edo State House of Assembly was carefully structured to deliver measurable impact and stimulate inclusive economic growth. While briefing journalists, Okoebor explained that the spending plan is aligned with the governor’s SHINE Agenda, which focuses on Security, Healthcare, Infrastructure, Natural Resources and Agriculture, and Education.

He stated that the administration deliberately prioritised key sectors capable of boosting productivity, narrowing inequality, and bringing underserved communities into the mainstream economy. According to him, the 2026 budget marks a departure from conventional fiscal planning, positioning public finance as a tool for structural reform and sustainable development.

Infrastructure received the largest share of the budget, with ₦420.62 billion allocated to the sector. Out of this figure, more than ₦305 billion is set aside for road construction and rehabilitation projects across the state. Okoebor noted that the governor is convinced that improved road networks will enhance the movement of goods and people, lower transaction costs, and expand access to essential services such as healthcare, education, and markets, especially in rural areas.

Agriculture was also given significant attention, with ₦68 billion earmarked for targeted interventions. The Commissioner explained that the allocation reflects the government’s commitment to food security, job creation, and rural development. He added that funding for livestock development through a dedicated ministry is expected to provide a structured and preventive approach to farmer–herder conflicts while strengthening agricultural value chains.

Okoebor further disclosed that the social sector will benefit from increased funding for education and healthcare, including the recruitment of teachers and health workers, alongside continued investment in schools and medical facilities. These measures, he said, are intended to address manpower gaps and improve service delivery in both urban and rural communities.

Job creation remains a major pillar of the 2026 budget, with ₦116.46 billion allocated to employment-related programmes. The investment is expected to generate jobs through infrastructure projects, agricultural expansion, and increased government activities. In addition, ₦8.9 billion has been set aside for social welfare programmes targeting women, youths, and other vulnerable groups, as part of efforts to promote inclusive growth and shared prosperity.

On transparency and accountability, Okoebor said the government has strengthened oversight mechanisms through improved procurement processes, the adoption of e-procurement systems, regular publication of budget implementation reports, and the activation of the Project Monitoring Unit to ensure value for money and effective project delivery.
