He made the announcement during the presentation of the N58.46 trillion 2026 Appropriation Bill to a joint session of the National Assembly on Friday.
Describing the move as part of a new counterterrorism doctrine, Tinubu said it classifies all armed groups operating independently of the state as terrorists, including bandits, militias, armed gangs, and their political or community enablers.
The President explained that the new security strategy represents a “holistic redesign” of Nigeria’s security framework, anchored on unified command, intelligence coordination, community stability, and counter-insurgency operations.
“This new architecture ensures that any armed group or gun-wielding non-state actors operating outside state authority will henceforth be regarded as terrorists,” he said.
Tinubu further clarified that this includes “bandits, militias, armed gangs, criminal networks with weapons, armed robbers, violent cult groups, forest-based armed collectives, and foreign-linked mercenaries.” He added that groups or individuals engaging in violence for political, ethnic, financial, or sectarian purposes will also fall under the terrorist classification.
The President’s address coincided with the presentation of the N58.46 trillion 2026 budget, with the defence and security sector receiving the highest allocation of N5.41 trillion.
Amid ongoing insecurity, Nigerians have called for decisive action from the government. Recently, the Nigeria Union of Teachers threatened to withdraw its services if adequate security is not provided, following a series of kidnappings.

Speaking in an interview on Arise Television’s Morning Show, Lukman explained that he previously suspended his membership out of sheer frustration. He stressed that Nigeria’s severe socio-economic challenges require prioritizing the nation over party loyalty, urging ADC leaders to put aside differences and unite.
“I suspended my ADC membership out of frustration. I am not speaking as an ADC member because Nigeria is facing a serious challenge. Partisan politics will not get us out of the situation we are in. I am prepared to retain my ADC membership if it helps bring all the party’s leaders together, because Nigeria is bigger than the ADC.”
Additionally, Lukman challenged opposition parties to urgently revitalize their strategies if they hope to unseat the ruling administration. While expressing a strong desire for a change in government, he criticized the current weakness of the opposition and warned that they risk repeating the same tactical mistakes made during the 2023 general elections. He concluded that opposition leaders must set aside their personal ambitions and place Nigeria’s national interest first.

Appearing on Channels Television’s Sunrise Daily on Friday, Okonkwo addressed Obi’s ongoing defamation suit against him, arguing that the former Anambra State Governor’s legal team needs to better educate him on defamation laws. Okonkwo maintained that his comments remain fully verifiable on public platforms and insisted he never defamed Obi. Furthermore, he endorsed assertions made by Aviation Minister Festus Keyamo—who claimed Obi lies habitually—and accused the politician of being a compulsive liar bent on crushing any emerging political talent from the South-East.
Okonkwo pointed out factual and legal flaws in Obi’s approach, noting that a defamation lawsuit addresses statements already made rather than anticipated remarks, and claimed that legal actions actually began prior to his recent statements. Referencing his X (formerly Twitter) handle, Okonkwo explained that he had merely cautioned against suing a former spokesperson to prevent the potential leakage of confidential information. He also questioned why Obi has failed to sue other critics, such as Omoyele Sowore—who labeled him a packaged fraud—or Festus Keyamo, concluding that Obi’s public statements display a clear lack of legal understanding.
