Governor Abba Yusuf signed the Executive Order on Friday evening, immediately outlawing the formation, recruitment, mobilisation, and activities of any Hisbah structure outside the legally recognised Kano State Hisbah Board. The move, the government said, is aimed at preserving public order and protecting the statutory mandate of the existing Hisbah institution.

The development was disclosed by the Commissioner for Information and Internal Affairs during a press briefing in Kano, where he explained that the state had become concerned over reports that certain individuals and groups were unlawfully recruiting members into the unapproved outfit, a development officials warned could threaten the state’s security architecture.

The order, formally titled Kano State Government (Prohibition of the Independent Hisbah Fisabilillahi) Order 2025, categorically declares the proposed organisation illegal. It states that no individual or group is permitted to recruit, assemble, train, mobilise, or deploy persons for the purpose of running a parallel Hisbah or similar enforcement outfit, stressing that any action taken in furtherance of such an arrangement is unlawful, invalid, and without legal effect.

In addition, the state government has directed all relevant security agencies, including the Nigeria Police Force, the Department of State Services, and the Nigeria Security and Civil Defence Corps, to immediately investigate those behind the proscribed group. The agencies have also been instructed to halt any ongoing recruitment or mobilisation and to take all lawful measures necessary to prevent a breakdown of law and order.

The government further cautioned members of the public against associating with, supporting, or participating in the activities of the Independent Hisbah Fisabilillahi, warning that such involvement would amount to a violation of state laws. The order makes clear that offenders will be prosecuted under existing legal provisions, including laws relating to unlawful assembly, impersonation of lawful authorities, and the creation of unauthorised enforcement bodies.

The Executive Order has taken immediate effect and is expected to be formally gazetted without delay.

Alile also noted that the growing influx of members reflects public dissatisfaction with existing political structures, insisting that ADC is positioning itself as a credible alternative.
