ASUP National President, Comrade Shammah Kpanja, highlighted that unlike universities and colleges of education, which are supervised by the National Universities Commission (NUC) and the National Commission for Colleges of Education (NCCE) respectively, polytechnics remain the only tertiary institutions without a dedicated regulatory commission.

Kpanja stressed that the current arrangement, where the National Board for Technical Education (NBTE) oversees polytechnics alongside sub-tertiary institutions, is insufficient. “These responsibilities are too much for one commission to handle, and we are concerned about this,” he said, noting that the workload on NBTE has become overwhelming.

Speaking at the official opening of ASUP’s 18th National Delegates Conference in Jos, Plateau State, Kpanja further called for polytechnics to offer dual-mode programs, allowing students to progress from National Diploma (ND) to Bachelor of Technology (B.Tech). He condemned the long-standing discrimination against Higher National Diploma (HND) holders, describing it as detrimental to national development. “Despite completing their programs within five years, HND holders are restricted in public service, dehumanized, and placed in lower cadres compared to their university counterparts. This affects both individuals and the system,” he said.

The ASUP president also criticized the government’s trend of converting polytechnics into universities, arguing that it reflects a lack of clear vision for technical education. He maintained that, with adequate funding, polytechnics can equip students with practical skills, foster self-employment, and create jobs.

Kpanja further lamented the outdated salary structure under the Consolidated Polytechnic Academic Salary Structure (CONPCASS), last revised in 2010, noting that current remuneration fails to meet basic living needs. “Chief Lecturers cannot even fuel their vehicles to report to work,” he added.

Plateau State Governor Caleb Mutfwang, represented by his deputy Ngo Josephine Piyo, encouraged labor leaders to embrace modern management practices and ethical leadership, urging the conference to produce visionary leaders for the country’s future workforce.

The ASUP 18th National Delegates Conference, themed “Migrating from Trade Unionism to Management: Harnessing the Benefits in Role Changes for the Next Phase of the Struggle,” runs from December 10 to 12, 2025.
