Nigeria Gears Up To Transform African Trade With Landmark Customs Conference.

Comptroller-General of Customs, Adewale Adeniyi, stated that President Bola Ahmed Tinubu’s support for the initiative underscores the administration’s commitment to positioning trade at the core of national development, poverty alleviation, and industrial growth.
The high-level conference is expected to draw over 30 African customs administrations, including 22 represented at the Director-General level, along with senior government officials, investors, manufacturers, airlines, shipping firms, port operators, and logistics companies. Discussions will center on eliminating barriers to cross-border trade and promoting deeper continental integration.
Adeniyi emphasized that the opening day will be led by the private sector, allowing business leaders to directly engage with customs officials and policymakers on the realities of intra-African trade. “Governments don’t trade; customs doesn’t trade. It is economic operators who move goods. Their voices must shape reforms on non-tariff barriers, procedural delays, port inefficiencies, or uneven application of AfCFTA preferences,” he explained.
He noted that while Nigeria has achieved more than 30 percent growth in export volumes over the past two years, most exports have gone outside Africa. Redirecting trade to the continent’s $3.4 trillion market could unlock new value chains, reduce logistics costs, facilitate currency settlements, and generate employment.
Highlighting success stories, Adeniyi pointed to SMEs in the Authorized Economic Operator (AEO) programme exporting leather goods, handicrafts, processed foods, and hibiscus flowers to Southern Africa, demonstrating Nigeria’s capacity to compete within Africa.
The customs chief linked Nigeria’s growing AfCFTA readiness to broader reforms under the Tinubu administration, including modernized customs operations, port decongestion, improved infrastructure, and the rollout of a national single window. Hosting the next Intra-African Trade Fair and President Tinubu’s recognition as Champion of Intra-African Trade in Services have further strengthened Nigeria’s leadership position.
Addressing concerns over tariff liberalization and revenue impact, Adeniyi argued that long-term economic gains outweigh short-term pressures. He outlined conference objectives, including a unified customs position on AfCFTA implementation, solutions to non-tariff barriers, a single platform for customs, financiers, and economic operators, stronger collaboration with Afreximbank and the AfCFTA Secretariat, and actionable reforms.
He revealed that AfCFTA implementation is a key performance indicator tied to his renewed mandate and noted that success requires capacity building and political will, as countries gradually reduce customs duties on intra-African trade to zero.
Adeniyi also described the Concept of Partnerships for African Cooperation (CIPAC), which brings together national actors such as the Nigerian Export Promotion Council, NEXIM Bank, commercial banks, and the Nigerian Ports Authority to support customs leadership.
Despite challenges faced by regional blocs in the past, Adeniyi stressed that duty-free access to African goods could lower production costs, expand markets, and attract investment. He highlighted Customs’ revenue growth—more than 70 percent in 2023 and 101 percent in 2024—with expectations to surpass previous records this year, while maintaining commitments to national security and trade facilitation.
“The Abuja conference represents a national effort to reposition Nigeria within Africa’s trade landscape. With support, Nigerians will better appreciate the enormous opportunities AfCFTA offers for economic renewal,” Adeniyi said, calling on the media and public to champion the initiative.
