According to Nivo News, the approval came on Wednesday after the Senate considered and adopted a report from the Committee on Local and Foreign Debts, chaired by Senator Aliyu Wamakko (APC, Sokoto North). The report, presented by Vice Chairman Senator Haruna Manu (PDP, Taraba Central), recommended that the Senate endorse the proposed borrowing to address the funding shortfall for the 2025 fiscal year.

Senator Manu stated, “The Senate is to receive and consider the Report of the Committee on Local and Foreign Debts for the approval of the Borrowing Programme to Fund the 2025 Budget Deficit.” Lawmakers agreed that the borrowing was essential to ensure the implementation of key government programmes and projects.

President Tinubu’s borrowing request had been formally presented to the Senate on November 4, 2025, by Senate President Godswill Akpabio. In his letter, the President explained that the ₦1.15 trillion would be sourced domestically to close the budget gap and sustain government operations under the 2025 fiscal plan.
