Tension Grips Anambra As Millions Prepare To Vote In High-Stakes Governorship Election

According to Nivo News, much of the apprehension centers on the performance of the new INEC Chairman, Professor Joash Amupitan, who faces his first major national test since assuming office. Many observers are keen to see if he can outshine his predecessor, Mahmood Yakubu, whose tenure was overshadowed by challenges such as late delivery of election materials, BVAS malfunctions, logistical failures, and delayed result uploads during the 2023 general elections.
Amupitan has pledged to ensure transparency, discipline, and efficiency in the management of the Anambra poll, assuring that INEC will deploy materials and personnel in a timely and coordinated manner. However, analysts believe his credibility will depend on how well the commission handles logistics, maintains neutrality, ensures security, and combats the menace of vote buying.
With 16 candidates vying for the top seat and 2.8 million registered voters expected to cast their ballots across 5,720 polling units, security agencies have stepped up their presence across the state. No fewer than 60,000 personnel have been deployed, comprising operatives of the Police, Army, Navy, Air Force, and Civil Defence.
The Commissioner of Police in charge of election operations, Abayomi Shogunle, stated that the police alone have deployed 45,000 officers, backed by tactical teams, drones, helicopters, and intelligence units. He emphasized that the massive deployment is not meant to intimidate voters but to guarantee safety and orderliness.
“The increase in security personnel is not to scare the electorate but to ensure safety and smooth conduct of the poll. We assure the people of Anambra that the process will be free, fair, and transparent,” Shogunle said.
Meanwhile, the exclusion of the state-owned security outfit, Agunechemba, from election duties has sparked mixed reactions. Opposition parties have accused the government of previously using the group to intimidate voters and influence electoral outcomes, particularly in rerun contests won by the All Progressives Grand Alliance (APGA).
In a related development, the International Society for Civil Liberties and Rule of Law (Intersociety) has raised alarm over what it described as the “militarisation of the electoral environment.” In a statement signed by its chairman, Emeka Umeagbalasi, alongside human rights lawyers Joy Igboeli and Chidimma Udegbunam, the group warned security agencies against creating a war-like atmosphere that could discourage voter participation.
According to the group, heavy military presence and the deployment of armoured vehicles and explosives tend to instill fear rather than confidence among citizens. It urged security forces to adopt intelligence-driven, discreet, and non-threatening strategies that encourage civic engagement.
Intersociety also expressed concern about the declining voter turnout in Anambra elections, noting a sharp drop from 46% in 1999 to 10.5% in 2021. With 2.82 million registered voters and 2.5 million permanent voter cardholders expected at the polls, the group warned that another low turnout could further undermine the credibility of the democratic process.

Representing NDLEA Chairman and CEO, Brig. Gen. Mohamed Buba Marwa (Rtd), his Chief of Staff, Col. Murtala Aminu, emphasized that this development is a historic turning point in the agency’s 36-year history.
Marwa highlighted that the shift is a necessary response to the changing landscape of drug trafficking, noting that these organizations have become highly organized, armed, and ruthless. He stated, “It would be unconscionable for this Agency to send men and women into harm’s way without the tools and training to protect themselves and the public they serve.”
Institutional Growth and Procurement The NDLEA Chairman credited President Bola Ahmed Tinubu’s administration for providing the necessary operational support, and acknowledged the Office of the National Security Adviser for facilitating the initial supply of arms and ammunition.

In his address to the trainees, Marwa emphasized that their role is critical to shaping the agency’s future operational culture. He issued a stern directive for the officers to maintain the highest levels of discipline, safety, and professional ethics. He stressed that the authority granted by carrying firearms must be balanced by restraint, sound judgment, and an unwavering commitment to the rule of law.
Reflecting on the agency’s recent progress, Marwa concluded that the integration of tactical arms is the “next chapter” in the NDLEA’s mission to dismantle criminal networks and maintain its status as a formidable force against drug trafficking in Nigeria.
