PPDC Secures Freedom For 60 Detainees, Pays Over N5 Million In Fines.

The Public and Private Development Centre (PPDC) has reportedly paid over N5 million in fines to secure the release of more than 60 detainees across Nigeria. Speaking at the 2025 Access to Justice Parley in Abuja, themed “Justice, Security, and Governance — A Unified Agenda for Nigeria’s Sustainable Development,” Abagi emphasized the organisation’s ongoing commitment to ensuring justice for all Nigerians.

Under its Court Administration and Case Management Initiative, PPDC has equipped 24 courts in Kaduna, Nasarawa, Plateau, Ebonyi, and Oyo states with speech-to-text technology, replacing outdated manual systems and enabling real-time recording of proceedings. Abagi highlighted the organisation’s dedication to fostering a fair, transparent, and accountable justice system, noting that over 20,000 detainees have benefited from its flagship Access to Justice Parley.

Through the Reforming Pretrial Detention in Nigeria Project (Phase II), PPDC has provided free legal representation to more than 20,009 detainees, leading to the release of 8,552 individuals who had been unlawfully detained. Its Police Duty Solicitors Scheme, operational in 50 police stations nationwide, ensures suspects receive immediate legal support at the point of arrest, reducing arbitrary detention and easing prison congestion.

PPDC has also upgraded Correctional Information Management Systems in 16 custodial centres, improving inmate data tracking and case management. In partnership with the FCT Judiciary, the organisation introduced an electronic filing and case management system, while collaboration with the Legal Aid Council of Nigeria (LACON) produced a digital tool for monitoring legal aid cases nationwide.

Additionally, PPDC has facilitated over 2,370 virtual court sessions, distributed 3,000 copies of policy manuals on the Administration of Criminal Justice Act (ACJA), and trained 1,746 judges, prosecutors, and investigators. “We are building a justice system that is transparent, data-driven, and human-centered,” Abagi noted, adding that current achievements mark only the beginning of Nigeria’s justice transformation.

Melissa Omena, Head of Justice, Integrity, and Health at the United Nations Office on Drugs and Crime (UNODC), commended PPDC for advancing justice reforms and praised Nigeria’s adoption of the UN Common Position on Incarceration, which encourages a shift from punitive to rehabilitative justice. Virtual court systems supported by UNODC, INL, and PPDC have already been deployed in Lagos, Kaduna, Gombe, and the FCT.

Representatives from the Nigerian Correctional Service, the National Human Rights Commission (NHRC), and the Nigerian Law Reform Commission also lauded PPDC’s efforts, emphasizing the importance of human rights, transparency, and collaboration between government and civil society to strengthen justice delivery.

A Historic Milestone in Jos On Monday, June 29, 2026, the agency inaugurated a specialized “Train-the-Trainer” course at its Academy in Jos, focusing on the tactical operation of AK-47 Type 56-1 rifles and HS-9/CF98A pistols. Representing NDLEA Chairman and CEO, Brig. Gen. Mohamed Buba Marwa (Rtd), his Chief of Staff, Col. Murtala Aminu, emphasized that this development is a historic turning point in the agency’s 36-year history.

Marwa highlighted that the shift is a necessary response to the changing landscape of drug trafficking, noting that these organizations have become highly organized, armed, and ruthless. He stated, “It would be unconscionable for this Agency to send men and women into harm’s way without the tools and training to protect themselves and the public they serve.”

Institutional Growth and Procurement The NDLEA Chairman credited President Bola Ahmed Tinubu’s administration for providing the necessary operational support, and acknowledged the Office of the National Security Adviser for facilitating the initial supply of arms and ammunition.

Key details regarding the agency’s expansion include:

  • Procurement: The process, which began in 2023 through the China North Industries Corporation (NORINCO), is nearing completion.

  • Logistics: Large quantities of rifles and ammunition are expected to arrive shortly, with plans already in place to airlift them to commands nationwide in partnership with the Nigerian Air Force.

  • Accountability: A strict framework has been established to ensure responsible distribution and usage across all commands.

Setting the Standard for Personnel The training program utilizes selected personnel from various commands who will serve as “master trainers.” These officers are tasked with returning to their respective stations to oversee mandatory one-month weapons handling courses for all staff before the new equipment is officially deployed.

In his address to the trainees, Marwa emphasized that their role is critical to shaping the agency’s future operational culture. He issued a stern directive for the officers to maintain the highest levels of discipline, safety, and professional ethics. He stressed that the authority granted by carrying firearms must be balanced by restraint, sound judgment, and an unwavering commitment to the rule of law.

Reflecting on the agency’s recent progress, Marwa concluded that the integration of tactical arms is the “next chapter” in the NDLEA’s mission to dismantle criminal networks and maintain its status as a formidable force against drug trafficking in Nigeria.
