Senate Passes Bill Imposing 14-Year Jail Term On Lecturers Guilty Of Sex-For-Grades Scandal

According to Nivo News, the bill, titled “Sexual Harassment of Students (Prevention and Prohibition) Bill, 2025 (HB.1597),” seeks to tackle recurring cases of sexual exploitation on Nigerian campuses, particularly against female students who are often coerced into intimate acts in exchange for grades, admission, or academic benefits.
The Senate Leader, Senator Opeyemi Bamidele, represented by his deputy, Senator Oyelola Ashiru, presented the bill for concurrence, stressing that the legislation aims to promote moral integrity and safeguard the dignity of the teacher-student relationship.
Under the provisions of the new law, any educator found guilty of offences listed under Clause 4 (1–3) faces between five and fourteen years in prison without the option of a fine. Similarly, offenders under Clause 4 (4–6) will serve between two and five years, also without an option of a fine.
The bill further empowers victims or their representatives to institute civil proceedings against offenders for breach of fiduciary duty, using the standard of proof applicable to civil cases.
Outlined offences include soliciting or receiving sexual favours for academic advantages, making unwelcome sexual advances, inducing others to commit harassment, or engaging in unwanted physical contact or conduct of a sexual nature. The only valid defence under the law is a legal marriage between the educator and the student, while consent will not be accepted as a defence where a student–educator relationship exists.
The legislation provides that reports of sexual harassment can be made by the victim, their relatives, guardians, or any concerned individual to the Police or the Attorney-General, with a copy forwarded to the school’s Independent Sexual Harassment Prohibition Committee.
During plenary, Senator Adams Oshiomhole (APC, Edo North) suggested expanding the bill’s scope to include workplace harassment, noting that sexual misconduct is not limited to academic environments. However, Deputy Senate President Barau Jibrin clarified that the bill was before the Senate solely for concurrence, having already been passed by the House of Representatives, while existing laws already address harassment in workplaces.
The bill was subsequently adopted and passed for third reading. Its passage comes amid widespread reports of sexual harassment across universities in Lagos, Ilorin, Nsukka, Port Harcourt, Benin, Kano, and Abuja, many of which have gone unpunished due to institutional cover-ups and fear of retaliation.
Rights advocates have hailed the Senate’s move as a major stride toward curbing impunity in higher institutions and encouraging victims to seek justice without intimidation or stigma.
