INEC Under Fire As Early Campaigns Sweep Across Nigeria, Billboards Spark Outrage.

The controversy intensified when residents of Abuja were confronted with large billboards featuring President Bola Tinubu and his wife, Senator Oluremi Tinubu, accompanied by the slogan “Grassroots Support for Tinubu 2027.” The posters, prominently displayed along major highways, were widely interpreted as a premature declaration of the President’s intention to seek re-election, three years ahead of the next general election.
Although the Presidency denied any involvement, insisting it neither sponsored nor authorized the billboards, public outrage persisted. Similar banners, including “Tinubu Continuity 2027” featuring Jigawa State Governor Umar Namadi, have since appeared in other cities.
Observers argue that whether sponsored by third-party groups or supporters, regulatory bodies like INEC should have acted swiftly to investigate or remove the materials. Beyond physical billboards, social media platforms such as Facebook, (formerly Twitter), TikTok, Instagram, and YouTube have become arenas for early campaigns, with content promoting aspirants surfacing long before the official campaign period. Despite INEC warnings, many of these materials remain online, often disregarding directives for their removal.
Former INEC Chairman Mahmood Yakubu recently noted that the Commission’s powers are constrained by the Electoral Act. While Section 94(1) of the Act stipulates that campaigns should begin 150 days before polling day and end 24 hours prior, the law imposes no penalty for violations before the 150-day threshold. Section 94(2) provides only a maximum fine of ₦500,000 for late campaigning, creating a loophole exploited by politicians.
Analysts also criticize Section 92(4), which allows parties to hold rallies and meetings “at any time” provided the police are consulted, arguing that it conflicts with campaign timelines and enables premature campaigns under the guise of political gatherings. Former INEC Chairman Prof. Attahiru Jega has called for a comprehensive reform of campaign regulations, including strict penalties for violations and accountability for third-party campaign promoters. He also urged anti-corruption agencies to monitor campaign financing to prevent misuse of public funds.
Civil society leaders, including Ene Obi of the Nigerian Civil Society Situation Room, warn that the situation reflects a broader disregard for the rule of law. Observers argue that government officials should focus on governance rather than campaigning outside the official period and that INEC must act decisively rather than deferring responsibility to the courts.
Meanwhile, the National Assembly is considering amendments to the Electoral Act, including proposals to move the 2027 elections forward by six months and strengthen INEC’s enforcement powers. Newly confirmed INEC Chairman Joash Amupitan has pledged to restore public confidence in the electoral system and enhance the Commission’s regulatory role ahead of future elections.
Stakeholders agree that without strict enforcement of electoral laws, Nigeria’s democracy remains vulnerable to manipulation, loopholes, and unchecked political activity.
