The National Drug Law Enforcement Agency (NDLEA) has issued a clarification regarding remarks made by its Chairman, Brigadier General Mohamed Buba Marwa (Rtd), concerning the potential export of cannabis oil. Marwa had, during a workshop organized by the Nigerian Academy of Science in Abuja on Wednesday, October 8, 2025, stated that the NDLEA was not against the exportation of cannabis oil to countries where it is legally in demand, provided it could serve as a source of foreign exchange for Nigeria. However, he reaffirmed the Agency’s opposition to local consumption of the substance, citing prevailing laws and the nation’s rising cases of drug abuse.

In a statement released on Thursday by NDLEA’s Director of Media and Advocacy, Femi Babafemi, the Agency clarified that Marwa’s comments were part of broader deliberations at the event themed “Cannabis Oil Debate: The Path Forward for Nigeria.” Babafemi emphasized that the discussions at the workshop should not be interpreted as government endorsement or policy approval, as the NDLEA had merely initiated an ongoing study on cannabis oil in collaboration with the Nigerian Academy of Science.

He noted that the Agency and the Federal Government would be guided by the final recommendations of the Nigerian Academy of Science once submitted, which will contribute to shaping an informed national policy on the matter.

“This clarification is necessary to prevent misconceptions and inaccurate claims suggesting that the NDLEA has approved cannabis oil export. Such a decision rests solely with the Federal Government after evaluating the inputs of relevant stakeholders,” Babafemi stated.
