According to Nivo News, Prof. Yakubu officially handed over to Agbamuche-Mbu—one of the most senior National Commissioners—during a meeting with Resident Electoral Commissioners (RECs) at the INEC headquarters in Abuja. He disclosed that he was proceeding on a one-month terminal leave ahead of his formal disengagement next month.

Agbamuche-Mbu, who represents the Southeast and currently heads INEC’s Legal Services, Clearance, and Complaints Committee, will oversee the commission’s affairs in an acting capacity until a substantive chairman is appointed.

By constitutional provisions under Section 154(1) of the 1999 Constitution (as amended), the appointment of a substantive INEC Chairman must be made by the President and confirmed by the Senate. Sub-section (3) further mandates the President to consult the Council of State before such an appointment. The Council, which includes former Heads of State, the Senate President, House Speaker, and state governors, is expected to convene in Abuja tomorrow to deliberate on national matters.

Prof. Yakubu, who became the 14th electoral umpire after succeeding Prof. Attahiru Jega in 2015, was reappointed for a second term by former President Muhammadu Buhari in 2020. In a letter dated October 3, 2025, he expressed deep appreciation to President Bola Tinubu for the opportunity to serve.

President Tinubu, while accepting his resignation, commended Yakubu’s service and conferred upon him the national honour of Commander of the Order of the Niger (CON).

In an emotional farewell speech, Yakubu thanked the commission’s staff, National Commissioners, and RECs for their dedication and teamwork during his tenure, which saw the successful conduct of the 2019 and 2023 general elections. He highlighted major milestones, including the digitization of several electoral processes, consolidation of the biometric voter register, and innovations such as the Election Monitoring and Support Centre (EMSC).

He stated, “We have introduced technologies that improved nomination processes, observer accreditation, and result management. We made progress, but there is still much to be done.”

Yakubu emphasized that his decision to step aside was in line with constitutional provisions, adding that Agbamuche-Mbu’s interim leadership would provide ample time for the appointing authorities to name a new chair who would steer the commission ahead of upcoming elections.

Upon assuming office, Agbamuche-Mbu pledged to maintain the commission’s integrity and ensure a seamless transition period.
