Nigeria’s Power Output Stalls At 5,500MW As Bayelsa Assumes Electricity Oversight
According to Nivo News, Nigeria’s power grid has remained stuck at about 5,500 megawatts despite repeated promises to raise supply to 6,000 MW. In a notice issued on Monday, NERC said the transfer complied with the amended 1999 Constitution and the Electricity Act 2023. The order directed the Port Harcourt Electricity Distribution Company (PHED) to create a subsidiary within 60 days to manage intrastate electricity distribution in Bayelsa under BYERA’s supervision. All transfers under the directive must be completed by February 20, 2026.
Bayelsa now joins Lagos, Imo, Ogun, Ondo, Ekiti, Enugu, Niger, Edo, Oyo, and Plateau as states with authority to regulate their electricity markets. Under this framework, Bayelsa can generate, transmit, distribute power, and issue licences to investors. However, broader power supply challenges persist nationwide.
Minister of Power Adebayo Adelabu had pledged to raise generation to 6,000 MW before the end of 2024 and later announced a brief spike to 6,003 MW in March 2025 following the Band A tariff increase. The gain, however, lasted only a few days. NERC’s July 2025 factsheet reported that Nigeria’s power plants averaged 5,577 MW in available capacity — less than half of the nation’s installed 13,625 MW — reflecting a plant availability factor of just 41 per cent, down five per cent from June.
The report revealed that key plants such as Egbin, Delta, and Kainji were operating at barely half capacity, while others like Alaoji and Afam 1 were virtually idle. In contrast, Jebba, Okpai 1, and Ihovbor 2 recorded high availability factors of 77, 81, and 97 per cent respectively. Grid stability metrics also showed voltage and frequency fluctuating near regulatory limits.
Jennifer Adighije, Managing Director of the Niger Delta Power Holding Company, said her agency had revived five dormant turbines, restoring 625 MW to the national grid, and that Alaoji Power Plant would soon resume operations. Despite this progress, sector observers argue that state-level autonomy alone will not solve Nigeria’s electricity crisis.
Energy analyst Adetayo Adegbemle stressed that while state regulation could mature over time, national policies to stimulate generation remain weak. “The Minister of Power needs to show stronger policy leadership. Even the National Integrated Electricity Policy seems invisible,” he said.

Their intervention reflects an ongoing disagreement regarding the legitimacy of the recent primary outcome and the influence of the current administration on the selection process.
