The operation, carried out in close collaboration with INTERPOL NCB Beijing and the Chinese Embassy in Nigeria, highlights the Force’s steadfast commitment to combating transnational organized crime.

Dai Qisheng, a notorious gang leader wanted in Guizhou Province, China, for orchestrating and leading violent criminal activities, fled his country in 2024 following the issuance of an arrest warrant by the Public Security Bureau of Zhijin County. Seeking to evade justice, he took refuge in Nigeria, where INTERPOL NCB Abuja operatives tracked, monitored, and apprehended him in Abuja on August 8, 2025.

The fugitive was subsequently repatriated to Beijing on August 15, 2025, under a police-to-police cooperation framework coordinated by INTERPOL.

The statement further noted that the operation underscores Nigeria Police Force’s resolve to ensure that fugitives cannot find sanctuary within the country, while also demonstrating the effectiveness of international partnerships in tackling complex global criminal networks.

Inspector-General of Police, IGP Olukayode Adeolu Egbetokun, Ph.D., NPM, reaffirmed the Force’s commitment to strengthening international alliances, leveraging intelligence sharing, and enhancing operational collaboration to ensure that borders do not hinder justice. He emphasized that the arrest and repatriation of Dai Qisheng sends a strong message to criminals worldwide that Nigeria will not serve as a haven for fugitives.
