Delivering a lecture in Ibadan, Oyo State, on Thursday titled “Global Fragility and Security Management in Nigeria,” Gen. Musa said most of these weapons—smuggled from conflict-ridden Sahel and North African regions—have fuelled terrorism, banditry, and ethnic violence, particularly in Nigeria’s northern states.

He spoke at the second Distinguished Personality Lecture organized by the TETFund Centre of Excellence in Security Management at the University of Ibadan’s Trenchard Hall, stressing that Nigeria’s internal security woes are now deeply linked to global instability trends.

“Over 500 million illicit small arms and light weapons circulate across West Africa, and an estimated 40% find their way into Nigeria,” he lamented.
“These weapons, smuggled from conflict zones, embolden terrorists, bandits, and ethnic militias, worsening violence in our northern region.”

Gen. Musa called for urgent improvements in Nigeria’s security architecture, warning that “fragile states are no longer isolated issues—they directly threaten regional and global peace, and Nigeria is not immune.”

He identified porous borders, weak governance in remote areas, economic shocks, transnational terrorism, cyber threats, and environmental stress as factors deepening Nigeria’s security vulnerability. He also expressed concern over the rising use of social media platforms like Facebook and WhatsApp for spreading disinformation, stoking ethnic tensions, and undermining public trust.

To address these challenges, the CDS recommended:

  • A multi-agency approach to security management in line with the National Defence Policy,

  • Tighter border security using fencing, surveillance technology, and better-trained personnel,

  • Deeper collaboration with neighbouring countries and international partners to stem the movement of arms and terrorists,

  • Investment in youth empowerment, education, agriculture, and entrepreneurship to tackle root causes of insecurity,

  • Strengthening civil institutions and encouraging national dialogue to build unity.

“Security is no longer just about guns and boots,” he emphasized. “It’s about sustainable development, responsive governance, and empowered communities.”

Chairman of the event and former Chief of Army Staff, Lt. Gen. Tukur Buratai (retd.), represented by Lt. Gen. Lamidi Adeosun (retd.), echoed these views, urging reforms, capacity building, and community-driven intelligence to improve early warning and prevent crises.

The University of Ibadan’s Vice-Chancellor, Prof. Kayode Adebowale, praised the lecture as “a powerful blend of scholarship and field experience,” while TECESM Director, Benjamin Aluko, hailed the CDS’s insights as a landmark contribution that would enrich both academic research and practical security strategies.

The Bangbola Oyewo family of the Ese-Ola Royal House remembered him as a beloved family man, traditional leader, and an inspiration to generations of theatre practitioners.
