Lagos vs. Discos: Commissioner Exposes Alleged Moves to Derail State’s Power Agenda

Ogunleye made the remarks during a telephone interview with our correspondent on Monday while responding to questions about Lagos’ plan to fully transition into a power‑generating state and independently set tariffs for residents.
His comments came on the heels of a recent directive by the Enugu Electricity Regulatory Commission, which issued a new tariff order reducing the Band A electricity tariff for MainPower Electricity Distribution Limited from ₦209 per kilowatt-hour to ₦160/kWh, effective August 1, 2025.
The commissioner confirmed that Lagos is studying the Enugu model but lamented that Discos operating in the state have refused to cooperate with government initiatives.
“We are battling with our Discos; they are not in agreement with anything we are doing,” Ogunleye said. “These same Discos are the ones pushing for the amendment bill currently before the Senate.”
Unlike Enugu, he explained, Lagos has found negotiations with Discos to be “increasingly difficult,” but he assured that the state would unveil its own tariff plan in the coming week.
When asked about Lagos’ timeline for fully transitioning into a power‑generating state, Ogunleye responded:
“We have done everything required, but we don’t have the cooperation of the Discos. They are the challenge. They keep saying they are in meetings and discussing, but nothing is happening. We need an intelligent way to put this across.”
The PUNCH reports that more states with independent electricity regulatory powers are considering tariff reviews similar to Enugu’s.
According to the Nigerian Electricity Regulatory Commission (NERC), seven states already control their electricity markets following the Electricity Act 2023. These states are Enugu, Ondo, Ekiti, Imo, Oyo, Edo, and Kogi. Others, including Lagos, Ogun, Niger, and Plateau, are expected to complete their transitions between now and September.
In May 2025, the Lagos State Government unveiled plans to deploy smart grids as part of a new electricity roadmap aimed at delivering stable and efficient power to residents.
This initiative is anchored on the Lagos State Electricity Law, 2024, signed by Governor Babajide Sanwo‑Olu in December, empowering the state to establish and regulate its own electricity market—covering generation, transmission, distribution, and trading.
Speaking at a previous press briefing in Alausa, Ikeja, Ogunleye described the new law as a turning point for Lagos’ power sector, laying the groundwork for modern, technology‑driven energy solutions.
