Massive Relief! Oyo Govt Splashes ₦2.1 Billion on Transport Subsidy for 5.88 Million Passengers

He explained that the SAfER Transport initiative, introduced by Governor ’Seyi Makinde to cushion the economic hardships faced by residents, has provided discounted fares for students, pensioners, senior citizens, persons with disabilities, and other commuters using state-owned Pacesetter buses on various intra-city and inter-city routes.
Speaking at a media briefing held at the Governor’s Office Briefing Room, Dikko revealed that in 2024 alone, Pacesetter Transport Services conveyed 9,950,000 passengers.
According to him, the state government has so far committed ₦2.1 billion to subsidise transportation across Ibadan and key intercity corridors, including the Ibadan–Iseyin–Saki, Ibadan–Oyo–Ogbomoso, and Ibadan–Ibarapa routes.
“Since August 5, 2023, when Governor Makinde launched SAfER, the state has spent ₦2,151,000,000 to support commuters.
Between August and December 2023 alone, ₦541 million was invested to cut transport fares by 50 percent, moving 26,000 to 30,000 passengers daily.
In 2024, another ₦924 million was committed, serving over 9.95 million passengers.
So far in 2025, ₦686 million has been invested, and between January and July we have transported about 5.88 million passengers,” Dikko stated.
He emphasized that these efforts reflect Governor Makinde’s dedication to ensuring affordable and reliable public transportation for residents of Oyo State.
Dikko commended the governor for revitalizing the transport company, which he said had been moribund prior to Makinde’s administration. Since his own appointment as PTS Chairman/Sole Administrator in July 2023, Dikko said the company has witnessed significant growth:

Increased operational buses and expanded routes,

Prompt payment of pensions and gratuities,

Workforce restructuring for improved service,

Introduction of a digital payment system,

Installation of CCTV cameras and vehicle trackers to enhance security and efficiency.
Currently, PTS operates 39 intra-city routes with 55 buses and five inter-city routes with 10 buses. Upon assuming office in 2023, Dikko revived 30 buses for the Ibadan metropolis and deployed 16 buses to intercity routes, putting a total of 46 buses into service under the SAfER scheme.
He added that revenue leakages, fuel diversion, and route manipulation by drivers have been curbed, while speed control measures and digital ticketing—introduced on September 24, 2023—have improved accountability and commuter experience.
