Zoning War Begins: Power Transition Bill Gains Momentum in Akwa Ibom Assembly

Formally titled “A Bill for a Law to Provide for the Orderly Transfer of Executive Power in Akwa Ibom State and for Other Matters Connected Therewith,” the legislation aims to institutionalize stability, continuity, and peace during transitions in governance.
The bill, sponsored by Hon. Moses Essien, who represents the Ibiono Ibom State Constituency, provides a comprehensive legal framework to manage the conclusion of a governor’s tenure, thereby preventing administrative disruption and political uncertainty.
While leading the debate on the bill, Hon. Essien explained that its primary goal is to ensure orderly governance, minimize disruptions during executive transitions, and reinforce democratic principles in the state’s political process.
“When enacted, this bill will serve as a legal guide to govern the handover of executive authority, guaranteeing a peaceful and organized process,” Essien said.
He emphasized that the legislation would offer procedural clarity for both outgoing and incoming administrations, ultimately supporting effective and responsible governance.
The bill is divided into four parts and 15 sections, with detailed provisions specifically outlining the transfer of power between the Governor and Deputy Governor, while safeguarding public interest and maintaining state security.
One of the key highlights of the bill—found in Part 2, Section 2—is the requirement that an outgoing governor constitutes a Governorship Transition Committee within seven days of the announcement of election results. The committee is to be led by the Secretary to the State Government (SSG) and include top officials such as the Chief of Staff, Attorney-General and Commissioner for Justice, Commissioner for Finance, Head of Service, and other relevant members necessary for effective coordination.
A notable clause in the bill also mandates that incumbent governors complete critical projects initiated by their predecessors, to promote continuity in development and reduce the trend of abandoned projects across the state.
The motion for the bill’s second reading was moved by Hon. Lawrence Udoide (Ini State Constituency) and seconded by Hon. Otobong Bob (Nsit Ubium State Constituency), who praised the bill as “timely and straightforward,” underscoring its potential to facilitate seamless executive transitions.
In his remarks, Speaker of the House, Elder Udeme Otong, referred the bill to the House Committee on Inter-governmental and Political Matters. He instructed the committee to hold a public hearing and present its report within one month.
