Crisis Deepens In Rivers As Court Mulls Halt To Sole Administrator’s Powers

According to NIVONEWS, Justice James Omotosho fixed the date on Wednesday following arguments presented by both the plaintiffs and defence counsel during proceedings on the motion for an interlocutory injunction.

President Bola Tinubu had earlier appointed Ibas as Sole Administrator after Governor Siminalayi Fubara was suspended for six months.

The suit, filed under case number FHC/ABJ/CS/1190/2025, was brought by a group of Rivers indigenes alongside the Registered Trustees of Hope Africa Foundation. Among the plaintiffs are King Oziwe Amba, Chief Julius Bulous, Chief George Ikeme, Chief Amachelu Orlu, and Prince Odioha Wembe.

They are urging the court to restrain the National Assembly and its Clerk—listed as the first and second defendants—from engaging in any legislative activity concerning budgetary approvals or appointments initiated by the Ibas-led interim government.

The plaintiffs argue that the budget forwarded by Ibas and subsequently passed by the National Assembly emerged from an “unconstitutional voice vote”, which they claim violates provisions of the 1999 Constitution.

Lead counsel to the applicants, Ambrose Owuru, pleaded with the court to suspend any legislative endorsement for the Sole Administrator until the substantive matter is determined.

He contended that the declaration of a state of emergency in Rivers State failed to meet the constitutional requirement of a two-thirds majority in the National Assembly and thus lacked legal standing.

In a sworn affidavit, the plaintiffs accused the emergency administration of proceeding to form committees and disburse public funds amid rising protests and public unease. They maintained that such actions undermine democratic governance and the rights of the people to be governed by an elected leader.

According to NIVONEWS, the defence, represented by counsel Mohammed Galadima, dismissed the motion as baseless and insisted the legislature acted within constitutional bounds.

In a counter affidavit, the defence described the plaintiffs’ claims as “a deliberate falsehood” and warned that suspending the National Assembly’s role in the state’s governance could plunge Rivers into deeper chaos.

Galadima argued, “The grant of this motion would not serve the interest of justice and may invite pandemonium.”

Nevertheless, despite the judicial contest, the Senate on June 25 proceeded with the passage of the ₦1.485 trillion Rivers State 2025 budget after completing the third reading of the appropriation bill.

According to NIVONEWS, this legal battle could set a significant precedent in defining the limits of federal legislative authority during periods of state-level constitutional disruptions.

The exam, conducted by the Joint Admissions and Matriculation Board (JAMB), will run from April 16 to April 22 in multiple daily sessions.

JAMB Registrar, Prof. Is-haq Oloyede, urged examination officials to remain highly committed and professional, noting that the success of the exercise depends largely on their dedication.

He gave the charge during a virtual final briefing for technical officers ahead of the examination, where he also praised staff, ad hoc personnel, service providers, and technical advisers for their roles in the successful conduct of the mock exam.

Oloyede said many of the issues recorded during the mock exercise were due to poor assessment of centres by some technical officials.

He further stated that incentive packages would be awarded to teams that perform exceptionally, particularly in handling exam materials and submitting timely reports.

Reiterating JAMB’s zero-tolerance stance on malpractice, he warned candidates against bringing prohibited items into examination halls.

He also disclosed that biometric verification and real-time monitoring systems have been deployed to protect the integrity of the exercise.

Candidates whose biometrics cannot be verified, he added, will be rescheduled to write the exam at approved centres.

Meanwhile, a NAN correspondent monitoring proceedings at Aduvie International School, Jahi, reported that the first session scheduled for 8:30 a.m. began slightly behind schedule at about 8:40 a.m.
