Benue Bleeds: Anti-Grazing Law Fails as Herders Outgun State Forces

Speaking through his Chief Press Secretary, Kula Tersoo, the governor noted that while the state’s Civil Protection Guards are limited to using locally licensed Dane guns, herdsmen militias freely patrol with sophisticated assault weapons like AK-47 and AK-49.
According to NIVONEWS, In a statement issued on Sunday, Tersoo said, “The governor has consistently acknowledged the challenges in implementing the anti-open grazing law. The Civil Protection Guards tasked with enforcement are not allowed to carry anything beyond licensed firearms. Meanwhile, herdsmen are shielded by militias wielding automatic rifles, even as they graze cattle.”
He raised doubts about the ability of lightly armed state outfits to confront such heavily armed groups. “Consider the number of mobile police officers, with full training and equipment, who have been killed by these militias. If even MOPOL can’t stop them, how do you expect unarmed state guards to succeed?” he asked.
Governor Alia stressed that effective enforcement would remain elusive unless the law is adopted nationwide and supported by federal security agencies empowered to carry automatic weapons.
“What do you expect when our guards try to enforce the law and the offenders flee across the border into Nasarawa, where no such legislation exists?” he queried.
The governor’s remarks came in response to mounting criticism from the Benue Advocacy Network over the worsening security situation in the state. In a statement signed by its president, Enoch Ortese, the group questioned why violent herder attacks on rural communities persist despite the anti-grazing law, which has been in effect since 2017.
The group also called out Governor Alia for failing to fulfill campaign promises, particularly his vow to return internally displaced persons (IDPs) to their ancestral homes within his first 100 days in office.
“Rather than resettling the IDPs, the government has built more camps and tents. We need an explanation for this shift and a detailed plan to ensure the safe, permanent return of displaced citizens,” the statement said.
The Benue Advocacy Network further demanded greater transparency from the state government, urging it to publish detailed reports on financial inflows, expenditures, contract allocations, and the continued lack of autonomy for local governments.
They also criticized what they described as the absence of tangible development projects, despite the state’s sizable monthly security allocations.
In response, Governor Alia defended his administration’s record, saying that workers’ welfare had been a priority. He noted that his government had cleared six out of seven months of salary arrears left by the previous administration.
