Unseen and Uncounted: Nigeria Grapples With 11,000 Undocumented Refugees Since January
The number of refugees and asylum seekers awaiting registration in Nigeria has surged significantly, rising from 21,095 in December 2024 to 32,750 by June 2025—an increase of nearly 55 percent. These figures were sourced from successive situation dashboards published by the United Nations High Commissioner for Refugees (UNHCR), which meticulously track displaced persons and persons of concern within Nigeria.
The National Commission for Refugees, Migrants and Internally Displaced Persons (NCFRMI), in coordination with the Nigeria Immigration Service (NIS) and guided by UNHCR protocols, is responsible for handling refugee and asylum procedures.
During the six-month review period, Nigeria’s registered refugee population grew from 80,850 to 92,464, while the number of recognised asylum seekers declined to 13,707 following a nationwide data clean-up that eliminated duplicate and inactive records.
However, thousands of new arrivals—predominantly Cameroonians fleeing the Anglophone crisis—remain unregistered and outside the support net. Cameroonians currently represent 119,208 individuals, or roughly 86 percent of all refugees and asylum seekers in Nigeria, followed by nationals from the Central African Republic (1,053), Niger (15,011), the Democratic Republic of Congo (598), and Syria (1,330).
According to the June 2025 UNHCR dashboard, women and girls make up just over half of this population, while children account for nearly 60 percent.
UNHCR compiles its data through a combination of monthly field counts, NCFRMI manifests, and spot checks conducted by partner humanitarian organisations. Those who clear identity and security screening receive formal refugee or asylum certificates. Others tagged as “awaiting registration” remain ineligible for humanitarian support services.
Field operatives across Adamawa, Borno, and Cross River States—which host most of the new arrivals—report that staff shortages and security constraints have slowed the registration process, even as cross-border inflows continue unabated.
From 2000 to 2024, at least 78,962 individuals applied for asylum in Nigeria, with Cameroon, Niger, and Liberia accounting for the majority. Many Cameroonian refugees fled the eight-year-long Anglophone separatist conflict, while Nigerian citizens displaced by insurgencies in the northeast frequently move across borders for safety, often complicating population records.
The report further warns that economic hardship, climate-induced agricultural decline, and escalating insurgencies across the Sahel are prompting more families to flee, pushing the unregistered population beyond what current systems can accommodate.
As a signatory to the 1951 Geneva Convention, Nigeria is obligated to grant asylum and refugee status to individuals escaping conflict and persecution. In 2019, the Nigeria Immigration Service (NIS) issued the first batch of Convention Travel Documents (CTDs), also known as Refugee Passports, allowing refugees legal residence in Nigeria and travel within any of the 148 treaty member-states.
However, the UNHCR notes that during mass refugee movements—typically triggered by war or civil unrest—individual asylum interviews may not always be feasible or necessary.
Commenting on the situation, Ambassador Ogbole Amedu-Ode, a former Nigerian envoy to Singapore, told our correspondent that while it is impractical to completely restrict refugee entry, border security agencies must remain vigilant.
“Nigeria is a signatory to global treaties that compel us to offer protection to those fleeing persecution—be it from Cameroon, Sudan, Syria, or Lebanon,” he said.
“But given our internal challenges, relevant authorities like the Immigration Service must watch closely for possible infiltration or exploitation of the asylum process by actors with malicious intent.”
