“Reps Committee Charts Bold Course for Nigeria’s Air Defence Superiority”

Hon. Kabiru Alhassan Rurum reaffirmed the House of Representatives Committee on Air Force’s commitment to enhancing Nigeria’s air defence during its 2025 oversight visit to Nigerian Air Force (NAF) installations across Kaduna, Kano, Maiduguri, and Makurdi. He described the tour as a constitutional obligation by the National Assembly to promote transparency, accountability, and operational efficiency within the Air Force.
The oversight exercise aimed to assess infrastructure conditions, personnel welfare, budget implementation, and combat readiness in key strategic locations.
Speaking at the NAF Base in Kaduna, Hon. Rurum stated:
“As lawmakers of the Tenth Assembly, we are guided by principles of accountability and national service. The Armed Forces—especially the Air Force—are central to Nigeria’s security architecture, particularly in counter-terrorism and airspace defence. Kaduna remains a critical hub, hosting major training institutions and operational units. Our mission here is to evaluate and advocate for improved legislative backing.”
In Kano, the committee visited the 403 Flying Training School, 465 Nigerian Air Force Hospital, and 455 Base Services Group. Commending the personnel, Rurum said:
“These facilities are vital to NAF’s training and support ecosystem. We deeply appreciate the sacrifices and professionalism of officers here.”
However, he flagged persistent challenges uncovered during inspections, including chronic underfunding, delayed capital releases, inadequate housing, poor welfare conditions, and aging equipment.
“These issues undermine morale and the Air Force’s operational effectiveness. We take them seriously and will advocate for comprehensive solutions,” he assured.
In Maiduguri, Deputy Committee Chairman Hon. Rufus Adeniyi Ojuawo, a retired Air Vice Marshal, led the delegation to the Operation Hadin Kai Air Component.
“Our visit is more than oversight—it’s an expression of solidarity. We understand the weight you bear in defending this nation. Your bravery and resilience inspire our legislative efforts,” he said.
At the Makurdi NAF Base in Benue State, Ojuawo lauded personnel for upholding discipline and national service despite resource constraints.
“We’ve seen your dedication amid infrastructure deficits and security threats. The committee is resolute in pushing for better funding, timely disbursements, and improvements in welfare and logistics,” he stated.
Group Captain Nwachukwu, Commander of the Maiduguri Base Services Group, expressed gratitude to the lawmakers, but stressed ongoing challenges such as funding gaps, training needs, and insufficient accommodation.
Across all four locations, the committee consistently engaged with commanding officers, reviewed operational briefings, and listened to personnel concerns. Observers noted that issues such as delayed funding and lack of adequate housing emerged as recurring themes threatening morale and efficiency.
The insights gathered will inform the committee’s recommendations to the House of Representatives and shape future legislative initiatives aimed at strengthening Nigeria’s air defence and security infrastructure.

Account Handling: According to the witness, the money was either deposited into accounts for Kelvito Integrated Services and Ifeabigo Integrated Services or placed in the bank’s vault, following instructions allegedly relayed through Ocheme.

Banking Procedures: Despite the large sums, Agulu maintained that he followed standard banking procedures, noting that some clients were granted verbal waivers by senior officials to deposit large amounts of cash.

Refusal to Name Officials: When asked to identify the senior bank officials who provided these verbal waivers, Agulu declined to provide names to avoid getting anyone in trouble.

Additional Transactions: Agulu also testified that he supervised a transfer of ₦1.6 billion to MG Properties Limited.
The Economic and Financial Crimes Commission (EFCC) is prosecuting Emefiele on eight counts, including criminal breach of trust, conspiracy, forgery, and unlawful possession of properties allegedly linked to proceeds of crime; Emefiele has entered a plea of not guilty. Eric Ocheme, who was named in the charges, is reported to be at large. Justice Yusuf Halilu has adjourned the trial for continuation on November 3, 4, and 5, 2026.
