“From Chaos to Control: Tinubu Tackling Nigeria’s Security Nightmare – NSA”

Ribadu made this known on Friday night during the 50th anniversary celebration of the 18th Regular Course of the Nigerian Defence Academy in Abuja, where he delivered a lecture titled “Veterans As Significant National Assets.”
Reflecting on the nation’s precarious security situation, Ribadu said Nigeria had reached a critical juncture in 2022, grappling with multiple threats to its unity and stability — from the insurgency in the North East and banditry in the North West to oil theft in the Niger Delta and separatist unrest in the South East.
“When this administration assumed office in May 2023, it was confronted by five major security challenges,” he said. “These included Boko Haram insurgency in the North East, rampant banditry across the North West and North Central, separatist violence in the South East, widespread oil theft in the Niger Delta, and deadly communal clashes.”
He added that these threats were compounded by porous borders, transnational crime networks, and climate-induced resource conflicts, all combining to create a volatile national landscape.
Despite the grim reality, Ribadu said the administration has made significant gains. According to him, more than 13,500 terrorists and criminals have been neutralised, while over 124,000 Boko Haram and ISWAP fighters — along with their families — have surrendered. He noted that vast stockpiles of weapons and ammunition have been recovered, and formerly insurgent-held territories such as the Sambisa Forest, Lake Chad Basin, and Timbuktu Triangle are now under government control.
In the North West, Ribadu said, security forces have rescued over 11,250 hostages in Zamfara and Kaduna States alone. Infamous warlords, including Ali Kachalla, Halilu Sububu, and Dogo Bwari, have been eliminated, while over 50 top criminal commanders and their lieutenants have been neutralised.
He also pointed to the success of non-military strategies, such as Operation Safe Corridor Northwest, which has seen 35 armed leaders lay down their arms. “This level of surrender was previously unthinkable,” Ribadu said. “But through a mix of sustained military operations and local peace-building efforts, we are witnessing real progress.”
Speaking on developments in the Niger Delta, the NSA highlighted that government efforts had significantly curbed oil theft and pipeline sabotage. He disclosed that oil production has risen from a historic low of one million barrels per day to 1.8 million, while over 1,900 illegal refineries have been dismantled and all major pipelines secured. “For the first time in 30 years, oil production is resuming in Ogoniland,” he said.
On the situation in the South East, Ribadu said targeted operations and community engagement have restored relative calm. “The notorious ‘sit-at-home’ orders have largely faded, and key separatist figures have been arrested and are being prosecuted. Police stations are being rebuilt, law enforcement is returning, and normalcy is gradually being restored,” he added.
Ribadu further noted that the government is addressing modern security challenges, including cybersecurity and illicit financial flows. He said terrorist and separatist financing — especially via cryptocurrency platforms — has been disrupted.
To this end, a National Digital Forensics Laboratory and a Critical Infrastructure Protection Plan have been launched to bolster the country’s cyber defence and safeguard essential systems.
The anniversary dinner was attended by prominent dignitaries, including the Sultan of Sokoto, Alhaji Sa’ad Abubakar, the Minister of State for Defence, the Chief of Defence Staff, and senior military officials.

Cash Deposits: Agulu testified that he deposited billions of naira in cash on behalf of the former CBN chief, with the funds delivered to him by Emefiele’s former personal assistant, Eric Ocheme.

Account Handling: According to the witness, the money was either deposited into accounts for Kelvito Integrated Services and Ifeabigo Integrated Services or placed in the bank’s vault, following instructions allegedly relayed through Ocheme.

Banking Procedures: Despite the large sums, Agulu maintained that he followed standard banking procedures, noting that some clients were granted verbal waivers by senior officials to deposit large amounts of cash.

Refusal to Name Officials: When asked to identify the senior bank officials who provided these verbal waivers, Agulu declined to provide names to avoid getting anyone in trouble.

Additional Transactions: Agulu also testified that he supervised a transfer of ₦1.6 billion to MG Properties Limited.
The Economic and Financial Crimes Commission (EFCC) is prosecuting Emefiele on eight counts, including criminal breach of trust, conspiracy, forgery, and unlawful possession of properties allegedly linked to proceeds of crime; Emefiele has entered a plea of not guilty. Eric Ocheme, who was named in the charges, is reported to be at large. Justice Yusuf Halilu has adjourned the trial for continuation on November 3, 4, and 5, 2026.
