Fix the Foundation Now! Civil Society Sounds Alarm on Nigeria’s Flawed Electoral Framework”

Our correspondent reports that NECSN is a coalition of civil society organisations committed to promoting good governance, peace, and development across North-East Nigeria.
In its presentation, NECSN advocated for constitutional amendments to support fiscal reform, including the establishment of an independent Revenue Mobilisation, Allocation, and Fiscal Commission (RMAFC) with greater autonomy. According to the network, this move would bolster transparency and accountability in revenue generation and management.
“We recommend empowering the RMAFC with enforcement authority—such as the power to summon revenue-generating agencies, conduct audits, and sanction defaulters,” NECSN stated. “This will help plug financial leakages and ensure greater oversight in public finance.”
On electoral matters, the coalition called for the abolition of State Independent Electoral Commissions (SIECs) and proposed that the Independent National Electoral Commission (INEC) take full responsibility for conducting local government elections.
“This reform will standardise the electoral process across the country, reduce irregularities, and foster national cohesion,” the group explained. “INEC’s technical capacity and institutional experience make it better positioned to deliver free, fair, and credible elections.”
The network further argued that these reforms would promote fiscal federalism, drive the shift toward non-oil revenue sources, and improve data-driven policy decisions at all levels of government.
NECSN urged the Senate Committee to prioritise the incorporation of these recommendations in the ongoing constitutional amendment process.
“We call on the committee to act decisively and include these critical reforms in the constitution,” the statement read. “Doing so would mark a bold step toward building a more transparent, accountable, and equitable governance framework in Nigeria.”
