The Federal Government has scheduled a national stakeholder forum for July 23 and 24, 2025, to address increasing concerns over petrol pricing and supply stability in the downstream sector. The summit, being convened by the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), aims to unite operators, marketers, refiners, and government representatives to deliberate on fuel pricing frameworks, feedstock availability, and strategies to stabilise the deregulated market.

Francis Ogaree, Executive Director of Hydrocarbon Processing Plants, Installations, and Transportation Infrastructure at the NMDPRA, confirmed the summit at the recently concluded 24th Nigeria Oil and Gas Energy Week in Abuja. He underscored the importance of dialogue in developing a resilient pricing model in Nigeria’s post-subsidy era.

Persistent agitation by marketers has trailed recent petrol price fluctuations, particularly those linked to Dangote Refinery’s sudden price changes. The Petroleum Products Retail Outlets Owners Association of Nigeria (PETROAN), led by Billy Gillis-Harry, has repeatedly called for market stability, transparent pricing, and mechanisms to cushion the impact of abrupt price drops on retailers who previously bought fuel at higher rates.

The Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) also raised alarm last month, accusing marketers of exploiting Nigerians and calling for fairer pump prices between ₦700 and ₦750 per litre.

Responding to these pressures, Ogaree said the NMDPRA recognises the challenges confronting industry stakeholders and is taking active steps to set pricing standards while boosting investment in local refining.

Speaking during a panel session titled “Building a Resilient and Competitive Refining Sector,” Ogaree said:

“We are actively engaging stakeholders to address concerns and provide solutions. Although the NMDPRA is only three and a half years old, we’ve made substantial progress in licensing and market reforms.

The petrol pricing issue is a key challenge, and standardisation is ongoing. That’s why we’ve planned this two-day forum for July 23–24 — to address market fears and introduce regulatory clarity. Pricing is a highly sensitive topic, and approaches differ globally, but we are making strides.”

Ogaree also provided an update on Nigeria’s refining landscape, noting that 10 refineries — including the three NNPC refineries, the 650,000 barrels-per-day Dangote Refinery, and six modular refineries — are either operational or near commissioning. Several new facilities requiring between 1,000 to 200,000 barrels per day are expected to come online by 2026.

“Together, our current refineries require about 1.124 million barrels per day. We know our existing crude output levels, but as more refineries come on stream, feedstock availability will be a real challenge.

So far, we’ve issued 47 licenses across various stages — from establishment to construction and operation. Once these projects are fully operational, meeting their collective crude demands will require a significant ramp-up in production,” Ogaree concluded.

The exam, conducted by the Joint Admissions and Matriculation Board (JAMB), will run from April 16 to April 22 in multiple daily sessions.

JAMB Registrar, Prof. Is-haq Oloyede, urged examination officials to remain highly committed and professional, noting that the success of the exercise depends largely on their dedication.

He gave the charge during a virtual final briefing for technical officers ahead of the examination, where he also praised staff, ad hoc personnel, service providers, and technical advisers for their roles in the successful conduct of the mock exam.

Oloyede said many of the issues recorded during the mock exercise were due to poor assessment of centres by some technical officials.

He further stated that incentive packages would be awarded to teams that perform exceptionally, particularly in handling exam materials and submitting timely reports.

Reiterating JAMB’s zero-tolerance stance on malpractice, he warned candidates against bringing prohibited items into examination halls.

He also disclosed that biometric verification and real-time monitoring systems have been deployed to protect the integrity of the exercise.

Candidates whose biometrics cannot be verified, he added, will be rescheduled to write the exam at approved centres.

Meanwhile, a NAN correspondent monitoring proceedings at Aduvie International School, Jahi, reported that the first session scheduled for 8:30 a.m. began slightly behind schedule at about 8:40 a.m.
