FG Blows Hot! Suleja-Minna Highway Declared Emergency Zone Over ‘Failed’ Construction

The Minister of Works, David Umahi, has revealed that President Bola Tinubu ordered immediate intervention on the deteriorating Suleja-Minna Road after Niger State Governor, Mohammed Bago, raised concerns over its condition.

Speaking during a Saturday inspection of the road, Umahi disclosed that the project was originally awarded to Salini Nigeria Limited but suffered from poor execution and abandonment. He said repeated efforts over the past year and a half to get the contractor to fix the road failed.

Describing the road as being in a “terrible state,” Umahi noted that travel time had increased from 1.5 hours to over 7 hours, with frequent accidents and loss of lives.

“I have declared sections one and two of this road as emergency projects,” he said. “The President gave a clear directive that urgent action must be taken. We’ll document everything about the road and contract to justify why it qualifies as an emergency project. Once due process is completed and the contract awarded, any contractor that delays mobilisation by even one day will have the job terminated.”

Umahi emphasised that the road was inherited from the previous administration, but blamed the contractor for the failures.

“They were funded, they worked, but all their work failed. Shockingly, there are still people lobbying for Salini to continue the job — that’s sheer wickedness. Our people must not keep suffering. If contractors are paid, we must get value for money,” he said.

Umahi stated that Salini still owes the government, and the ministry would isolate a portion of the project equivalent to the owed amount and compel the company to complete it. If they fail to comply, he warned that the Economic and Financial Crimes Commission (EFCC) would be involved to recover public funds.

“This contract is irrevocably terminated. There’s no going back. We’re doing this for Nigerians and have no regrets,” he declared.

The minister said two new contractors have now taken over the project, with China Civil Engineering Construction Corporation (CCECC) already handling a segment under the state government’s urban renewal initiative. Of the 103-kilometre dual carriageway (about 206km in total), the governor has completed 60km, leaving 146km outstanding.

According to Umahi, CCECC has been given 10 days to mobilise and commence work on the most critical 7-kilometre stretch. He clarified that under the emergency procurement protocol, work will begin immediately while pricing will be verified later by the Bureau of Public Procurement.
