New Bill Targets Grassroots Empowerment With Skills Centres in Every Local Government

At a public hearing held in Abuja on Thursday, Chairman of the Committee on Alternative Education, Ibrahim Al-Mustapha, highlighted the significance of equipping young Nigerians with practical skills in a world increasingly shaped by technology.
Al-Mustapha described the proposed initiative not just as a policy intervention, but as a crucial investment in the country’s future.
“Vocational and entrepreneurial training is widely acknowledged as a cornerstone for national development, particularly for countries like Nigeria, where the economy heavily relies on this sector,” he said.
He stressed that Nigeria’s youthful population presents a valuable resource ready to embrace such skills, yet the country’s current vocational training system has fallen short of expectations.
In his contribution, Rep. Alex Ikwechegh (Aba North/South, Abia State) called for adequate funding for existing vocational centres, many of which he said are underfunded and operating below capacity.
Supporting his view, another Abia lawmaker, Ginger Onwusibe, urged lawmakers to assess the unique needs of each local government area before establishing new centres. “Let’s critically evaluate the feasibility and tailor the approach to areas that need them most,” he advised.
From Ogun State, Rep. Olatunji Akinosi described the proposed legislation as “one of the most critical bills before the 10th Assembly.”
He lamented Nigeria’s overemphasis on academic certificates, arguing that nations like the U.S., China, the U.K., and Germany place higher value on technical expertise.
“It’s time we shifted focus from paper qualifications to practical competencies,” Akinosi said, urging a national reorientation toward skill-based development.
